Duties
The primary purpose of this position is to: Serves as the United States Space Command (USSPACECOM) MILDEC Program Manager/Planner to plan, organize, resource and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned USSPACECOM program(s).
DutiesConducts planning, resourcing, evaluation, analysis, and investigation of Military Deception (MILDEC) in support of USSPACECOM Information Operations (IO). Ensures the security, appropriateness, accuracy, and dissemination of all operational procedures and guidelines. Oversees planning, direction, and timely execution of MILDEC for the J395 Branch.

1. Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: knowledge and staff planning, execution and monitoring of Joint military and space operations at the tactical through operational levels gained through well rounded experience.; Expert knowledge of MILDEC regulatory requirements, regulations and directives with knowledge of long range priorities, objectives and Unified Command management plan of USSPACECOM and to serve as a technical authority on MILDEC issues of interface and overlap; knowledge of information operations core, supporting, and related capabilities IO, MISO, OPSEC, EW, CO, civil affairs, combat camera, public affairs, and defense support to public diplomacy) with knowledge of the other core, supporting, and related Information Related Capabilities (IRCs) and competencies to assist USSPACECOM planners as required.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge and staff planning, execution and monitoring of Joint military and space operations at the tactical through operational levels gained through well rounded experience.
2. Expert knowledge of MILDEC regulatory requirements, regulations and directives with knowledge of long range priorities, objectives and Unified Command management plan of USSPACECOM and to serve as a technical authority on MILDEC issues of interface and overlap.
3. Comprehensive and detailed knowledge of the capabilities and limitations of military deception to include the appropriate application of MILDEC tactics, techniques, and procedures to the planning and execution of military operations at all levels.
4. Mastery level knowledge of information operations core, supporting, and related capabilities IO, MISO, OPSEC, EW, CO, civil affairs, combat camera, public affairs, and defense support to public diplomacy) with knowledge of the other core, supporting, and related Information Related Capabilities (IRCs) and competencies to assist USSPACECOM planners as required.
5. Comprehensive knowledge of service and joint military doctrine supporting the complete spectrum of military operations.
6. Mastery of and skill in applying a wide range of research and analytical methods sufficient to assess program requirements and develop long-range plans for complex support services programs. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
