Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Evaluates complex manpower requirements, workforce planning, or force management programs for military or large government organizations; 2) Implements workforce solutions using manpower requirements determination methodologies, occupational classification systems, manpower policies, regulations, and statutory requirements; 3) Leads quantitative and qualitative analyses using organizational design, industrial engineering, manpower modeling, or workforce analysis techniques to determine staffing requirements and improve organizational effectiveness; 4) Advises senior executives, military leaders, or other high-level officials on manpower, workforce, organizational, resource, or policy issues and develops recommendations that influence strategic decisions; 5) Manages organizational resources, including personnel, budget, and program execution activities, while establishing performance measures and evaluating program effectiveness; 6) Develops policies, procedures, and guidance affecting manpower, workforce management, organizational effectiveness, or mission readiness; 7) Evaluates the impact of legislative, regulatory, budgetary, acquisition, or organizational changes on workforce requirements and provide recommendations to ensure mission accomplishment and compliance with applicable policies and laws; and 8) Oversees the development and implementation of automated workforce, manpower, personnel, or business information systems used to support organizational decision-making and resource management.

- You will evaluate programs, policies, and processes that take into account the regulatory and specialized guidance and policies of multiple stakeholders.
- You will advise offers and higher-level authorities on all matters concerning the manpower requirements determination program.
- You will provide expert technical advice on all matters concerning the manpower requirements determination program.
- You will prepare analytical and programmatic material to support Congressional testimony and contribute to the preparation of Navy witnesses.
- You will analyze end-strength controls and resources for manpower resource implications on policy and budgetary decisions.
- You will analyze the impact of new laws, policies, and regulations concerning manpower determination.
- You will advise on proposed legislation and policy guidance concerning any and all aspects of the manpower requirements determination program.
- You will oversee the development of performance measures to evaluate the effectiveness and efficiency of individual and departmental programs and initiatives.
- You will advise on matters pertaining to resource support, best business practices, and program execution.
