Job Description
MTSI is seeking a Range Integration Manager to join our growing team at Nellis AFB, NV.
This individual will integrate multi-domain test, training, and exercise events across the western range complexes, to include the Nevada Test and Training Range (NTTR) and the Southern California Tactical Training Range (SCTTR).
The candidate should have senior staff supervisory experience as an exercise planner with military training range operations familiarity and will be required to plan and coordinate complex Air Defense and Maritime fleet operations. Candidate will operate in multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, scientists, and aircrew. Candidate should be familiar with exercise policies, practices, and procedures on NTTR and SCTTR. They will meet blue, red, and white team requirements by determining essential elements of information, keeping the event on schedule. The candidate will leverage knowledge proactively to build and maintain documents as they pertain to real-time Order of Battle (OOB). As each OOB is analyzed, the candidate will work with White Force planners on integration of the JIPTL; to include updated OB laydowns, prioritized targeting within the scenario, and weekly syncs with white force until finalization of products. Candidate will continuously monitor current and emerging advanced capabilities for implementation in exercises ensuring the highest levels of realism. In addition, prospective candidates should have excellent public speaking and presentation skills, as well as five years of large force exercise planning experience. Position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements. Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Essential Job Responsibilities:
• Coordinate the scheduling use and deliverables of required western range complexes with event planners and senior stakeholders.
• Coordinate funding, scheduling, and all deliverables related to subcontract support
• Ensure the safe planning and execution of operations to include surface to surface, surface to air, and air to surface training events.
• Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives.
• Overall management, coordination, and execution of U.S. Air Force western range supported events to include Flag Officers, range users and range support activities during the planning and execution of Range Operations.
• Attend major exercise planning conferences.
• Advise U.S. Air Force Exercise Planners or Government Operations Directors of conflicts in training requirements with recommendations to meet these requirements within existing Range capabilities and resources.
• Identify resource requirements and develop exercise planning materials for mission briefings.
• Analyzes and provide recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises.
• Coordinate Exercise Control Facility communication and data link equipment set up and configuration in support of multi-domain test, training, and exercise events.
• Candidate will assist in the development and execution of ground support plans to include convoy plans, surface warfare plans, air operation plans, ground force laydown, and movement.
• Candidate will inject detailed data and effective analysis supporting white scripts to include air, space, and surface defense threats.
• Maintain computer database of range utilization, prepare reports of range availability/scheduling/ utilization.
• Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.
Required Skills:
• 12 years of experience working within, or for, US DoD or partner agencies.
• Candidate should have at least 5 years of experience providing planning support for air or land forces participating in multi-domain test, training, and exercise events on the NTTR including familiarity with Nellis AFB operations, USAFWC organizations, and NTTR infrastructure, geography, and procedures conducting large force exercise planning support.
• 2 years of experience providing exercise support, to include maritime and air operations, on the SCTTR. This experience should also include SCTTR facility scheduling and range operations.
• Candidate must have recent experience (within the past 3 years) with exercise policies, practices, and procedures, as well as have experience with large-scale exercise planning, scheduling, and execution.
• 5 years of experience working with sensitive compartmented information (SCI) is required.
• The candidate must be able to organize, conduct, and lead meetings, conferences, briefings and site surveys in support of CCMD and other command exercises annually. This will require a strong ability to work and lead in a team environment with demonstrated leadership and customer interface skills.
• Candidate must possess expertise to conduct effective liaison with national-level agencies, DoD, services, CCMD, and other government agencies.
• The successful candidate should have good analytic skills and be capable of operating in a demanding environment while handling multiple tasks simultaneously.
• The candidate must have strong verbal and written communications skills. Must be adept in providing briefings to CAF warfighters and staff officers at a senior level.
• Candidate must have a valid driver's license with an insurable driving record.
• Must be flexible with schedule during exercise execution.
Desired Skills:
• 4 years of multi-domain test, training, and exercise project management experience.
• Experience with government project planning and funding documentation.
Education Requirements:
Associates degree in applicable field with 9+ years of experience, or Bachelors degree in applicable field with 7+ years of experience, or Masters degree in applicable field with 5+ years of experience.
Security Clearance:
Current Top Secret Security Clearance with SCI eligibility and the ability to obtain access to Special Access Required (SAR) Programs, SCI, and Special Technical Operations (STO) required.
