Overview
VTG is seeking a Program Analyst to support our customer in Washington, DC. The Program Analyst will support the development and implementation of an enterprise-wide engineering workforce competency initiative. Support will include reviewing and compiling data and metrics; developing guidebooks and associated material related to capability and capacity; and assisting in preparing material for reviews and presentation. The analyst will assist a senior team in the creation, standardization, and execution of competency assessment tools and workforce development programs designed to measure and strengthen engineering capability and capacity across a large, multi-organizational enterprise. The ideal candidate will have experience in data collection, workforce or workload planning, and program implementation.

Pay Range: VTG's estimated starting pay range is $60,000 - $70,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.

What will you do?
- Assist in devising, developing, and implementing an engineering competency health assessment to measure workforce capability and capacity.
- Support the development of structured methodologies to define, measure, and assess engineering competencies across multiple organizations.
- Collect and analyze workforce data to identify trends, strengths, and skill gaps.
- Assist in developing and maintaining standardized definitions, tools, and processes for evaluating engineering competencies.
- Contribute to the development and refinement of an engineering competency ontology to ensure consistency across the enterprise.
- Assist in rolling out competency tools, training materials, and workforce initiatives.
- Provide administrative and analytical support for program tracking, reporting, and governance.
- Communicate updates and best practices to stakeholders to ensure consistent adoption across the organization.

- Bachelor's degree and strong analytical/ata interpretation skills.
- Ability to work effectively in a large, multi-organizaional environment
- Excellent communication and stakeholder coordination skills
- Self-starter, ability to independently review material, proactively engage and problem solve
- Must have an active DOD Secret clearance and be able to sustain one
