This role provides expert product assistance to the Program Manager (PM) and Product Support Manager (PSM) for Total Life Cycle Systems Management. The primary focus is the execution and management of Foreign Military Sales (FMS) logistics, ensuring compliance with international regulations while maintaining cradle-to-grave support for domestic and international weapon systems.
Foreign Military Sales (FMS) Logistics
- International Coordination: Tailor all logistics elements-including spares, Support Equipment (SE), training, facilities, and provisioning-to meet specific FMS customer requirements.
- Regulatory Compliance: Monitor and ensure compliance with DoD security policies, Letters of Request (LOR), Letters of Offer and Acceptance (LOA), ITAR, Delegation of Disclosure Letters (DDL), and the Foreign Assistance Act.
- FMS Policy Integration: Apply expertise in the DISAM manual, DoD 5105.38-M (Security Assistance Management Manual), and Air Force Manual 16-101 to international programs.
- Case & Budget Management: Manage LOA lines and codes within FMS budget development. Track financial execution and create new Military Articles and Services Lists (MASLs) as required.
- International Planning: Develop country-specific Integrated Logistics Support Plans (ILSPs) and manage FMS customer transportation plans within the defense transportation system.
- Supply Chain Analysis: Conduct root cause analysis of the FMS supply chain to resolve Deficiency Reports (DR) and recommend improvements.
- FMS Documentation: Prepare engineering data management plans, TO verification plans, and manage TO/technical data libraries for international partners.
Software & System Proficiencies
- Foreign Military Sales (FMS): Utilize the Security Assistance TO Data System (SATODS) and the Security Assistance Automated Computer Program Identification Number System (ACPINS).
- Technical Data & Engineering: Access and maintain the Integrated Electronic Technical Management System (IETMS) and the Joint Computer-Aided Acquisition and Logistics Support (JCALS) system.
- Supply Chain & Logistics: Support all aspects of supply system support through the Secondary Item Requirements System (D200), the Master Item Identification Control System (D043), and DoD EMall.
- Asset Management & Disposal: Access the Plant Clearance Automated Reutilization Screening System (PCARSS) for re-utilization and screening.
- Packaging & Transportation: Review and evaluate data processed through the Container Design Retrieval System (CDRS).
Core Logistics & Life Cycle Management
- Strategic Planning: Develop and maintain Life Cycle Sustainment Plans (LCSP), Post Production Support Plans (PPSP), and Transition to Post Production (TPP) strategies.
- Life Cycle Analysis: Accomplish Life Cycle Logistics Management (LCLM) analyses and write reports to recommend actions for sustaining system fielding.
- Program Support: Assist the program office during all milestone activities, including Materiel Solution Analysis, EMD, Production, and Deployment.
- Meeting Facilitation: Setup, coordinate, and facilitate IPT meetings, Program Management Reviews (PMR), and Video Teleconferences (VTC).
- Administrative Coordination: Prepare and coordinate SLAs, MOAs/MOUs, SOWs, and electronic Staff Summary Sheets (eSSS).
Maintenance & Engineering Interface
- Maintenance Strategy: Define maintenance/support concepts for all levels (organic and contractor). Support the Source of Repair Assignment Process (SORAP) and core activation requirements.
- Technical Data Management: Acquire and manage technical information needed to translate design requirements into engineering and logistics considerations, including TOs and specifications.
- Supportability Engineering: Apply RAM-C (Reliability, Availability, Maintainability, and Cost) analysis to evaluate support alternatives and trade-offs.
- Depot Activation: Provide technical and analytical support for depot activation and avionics testing/repair. Track the depot activation Integrated Master Schedule (IMS).
Supply Chain & Asset Management
- Provisioning & Spares: Identify spares required for pre- and post-operational phases. Compute initial and replenishment requirements and monitor the repair of spares.
- DMSMS Resolution: Analyze Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements to resolve MICAP situations.
- Support Equipment (SE): Ensure all mobile or fixed equipment required for operations and maintenance is identified, tracked, and delivered.
- PHS&T & Facilities: Manage Packaging, Handling, Storage, and Transportation requirements for hazardous and classified materials. Conduct site surveys for facility requirements.
Financial & Cost Management
- Cost Estimate Development: Perform operating and support cost analyses to develop probable cost estimates and Life Cycle Cost Management (LCCM) programs.
- Budgetary Analysis: Apply knowledge of GFP/GFE purchasing to assist in developing budgets and processing purchase documentation.
- Trade Studies: Evaluate the impact of proposed modifications on Life Cycle Costs (LCC) through cost-benefit and business case analyses.

Required Experience
One of the following:

- MA/MS degree, and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD -OR-
- BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD -OR-
- Twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
- Possesses the advanced knowledge, experience and recognized ability to be considered an expert in the technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and journeyman personnel within the technical/professional discipline.
- Will demonstrate advanced knowledge of technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise.
- Demonstrate proficiency in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint) & Adobe Acrobat
- U.S. Citizenship required; Ability to obtain and maintain a Secret security clearance required.
Preferred Qualifications:
- Prior USAF/DoD supply system experience supporting aviation.
