Job Description

Duties

  • Performs the full range of first level supervisory duties in directing the work of Division personnel. Sets priorities, and prepares schedules for completion of work to meet critical budget and execution timelines.
  • Provides specialized guidance and assistance to high level officials within the Office of the Chief Financial Officer (J8) and Hosting and Compute (J9) in formulating and establishing accounting and budget plans.
  • Represents the Office of the Chief Financial Officer (J8) and Hosting and Compute (J9) with respect to financial management requirements on various working groups, senior level meetings, etc.
  • Directs and monitors the execution of the Hosting and Compute's (J9) annual operating and capital budgets. Advises on sufficiency of the J9's appropriated, reimbursable and/or working capital fund resources and identifies reasonable program levels.
  • Oversees preparation of all phases of budget and execution status reporting to meet DISA and Hosting and Compute (J9) requirements.

  • This position requires Level 3 Certification under the DoD Financial Management (FM) Certification Program outlined in DoDI 1300.26. If not certified at this level, the incumbent must obtain this certification within two years of entry on duty.

Qualifications

Basic Requirements:
Specialized Experience:

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as experience providing financial and resource management advisory services, including developing, reviewing, and analyzing activities' DWCF (Defense Working Capital Fund) and GF (General Fund) budgets, financial reports, or multi-year programs; and experience interpreting and applying legislative policy, appropriations law, and regulations to develop budget/annual plans and instructions; and experience managing projects and collaborating with colleagues and team members on financial and budget-related information.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-14 grade level.
