Duties
The United States Space Force (USSF) at LA AFB, El Segundo, CA is searching for a Lead Human Resources Specialist to support SSC/S1 (NH-0201-03, GS-12/13 equivalent).
Description:
As a Lead Human Resources Specialist (Team Leader), GS-0201, you will serve as a working team leader responsible for guiding a team of HR professionals and providing senior-level technical advice and guidance on complex civilian human resources program areas across Space Systems Command (SSC). Distribute and balance workload, tasks, and projects among team members in accordance with established workflow, priorities, and individual skill sets; make necessary adjustments to meet critical milestones and deadlines. Serve as a team coach, facilitator, and negotiator. Guide team members in selecting and applying appropriate problem-solving methods, and advise on complex federal HR work methods, practices, and procedures. Monitor and report on the status, progress, timeliness, and quality of individual and team deliverables; ensure compliance with supervisor instructions and established metrics. Periodically report to the supervisor on team and individual accomplishments, progress, training needs, and administrative issues. Represent the team's consensus, findings, and recommendations in meetings with program officials and customers.
Serve as a senior technical advisor to SSC leadership and management officials on complex, controversial, or unprecedented civilian human resources management (HRM) issues. Plan, develop, execute, and evaluate civilian HR programs across SSC, including position management, classification, recruitment, placement, performance management, and incentive awards. Research federal HR laws, regulations, OPM guides, and DoD/USSF directives to develop Field Command (FLDCOM) policies, standard operating procedures, and guides for implementation by subordinate installations. Plan and execute comprehensive HR compliance inspections and records management reviews; identify program deficiencies during site visits and establish binding corrective action plans and training programs. Provide leadership in workforce planning and the execution of strategic HR initiatives-including SSC Hybrid Program and Future of Work oversight-utilizing data and HR metrics to enhance retention and organizational effectiveness. Represent SSC in working groups and maintain ongoing collaboration with DoD, HAF, AFPC, and other FLDCOM organizations to ensure alignment and information sharing on critical HR issues.

The ideal candidate will be a strategic HR professional with exceptional consultative skills and a deep understanding of federal human resources within a military command context. We are looking for an individual who meets the following requirements:
- Comprehensive knowledge of federal Human Resources (HR) laws, executive orders, regulations, and policies governing key functions such as merit promotion, recruitment, affirmative employment, labor-management relations, and performance management.
- Mastery of advanced federal human resources management (HRM) principles, analytical methods (both qualitative and quantitative), and cross-discipline HR relationships. Must possess the seasoned consultative skills necessary to resolve complex, non-standard HR challenges.
- Deep understanding of organizational structures, missions, objectives, key positions, and administrative protocols.
- Familiarity with the structures and functions across a major military command (or comparable organization). Ability to present actionable options for substantive program issues (e.g., resource management, civilian deployment) to align HR operations with higher-level strategic vision and goals.
- Proven skill in conducting operational reviews, analyzing HR program effectiveness, identifying deficiencies, measuring compliance, and recommending strategic enhancements.
- Outstanding oral and written communication skills, with a demonstrated ability to establish, foster, and maintain highly effective and positive working relationships at all levels.

- Must be able to obtain and maintain a Secret security clearance.
- Safeguards classified or sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".

- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
