In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, AF and MAJCOM logistics laws, regulations, policies and procedures, implementation directives, systems, Programming, planning strategies and resources, which can be used to interpret broad guidelines into specific organizational policies. Knowledge of work processes, practices, logistical issues and sources of technical data, which ensure thorough analysis, and evaluation of alternative approaches for satisfying AMC logistics objectives, solving problems, and improving processes. Knowledge and skill in applying analytical and evaluative methods and techniques to include logistical issues or studies concerning the efficiency and effectiveness of program operations. Comprehensive knowledge of logistics systems, plans, sourcing methods and techniques used to analyze taskings. Comprehensive knowledge of the AMC mission and roles to make recommendations concerning logistical issues affecting AMC mission and functions. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical processes. Thorough knowledge of the mission, organization and work processes of the programs throughout the command, installation or equivalent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of logistics management principles, concepts, policies and logistics functions, planning and programming, programs and systems. Ability to review, analyze, and evaluate logistics management programs and activities, and to coordinate, staff, and implement policies, procedures, programs, and directives. Ability to identify problems and develop innovative solutions to meet required planning and execution of functional requirements and system adaptation needed to support these requirements. Knowledge of sources, responsibilities, and means for providing, assistance and advice to resolve logistics problems. Knowledge of all aspects of weapon system (aircraft and MIS) life cycle Integrated Logistics Support. Ability to communicate orally and in writing. Ability to plan and organize work and to gather, analyze, and present data and supporting analyses to include a thorough understanding of cost/economic analyses. Ability to stratify resources, against approved programs; to plan, present and analyze budget impacts on program; and to forecast long-term funding requirements. Ability to organize and lead special teams and task forces with members from different organizations and commands.

- Serve as one of the functional and systems managers for existing Logistics Integration and developing programs to implement the basic policy guidance from the Director of Logistics and Higher Headquarters.
- Provides technical advice on the design, development and maintenance of logistics management support systems.
- Analyzes projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission oriented logistics programs.
- Analyzes issues and makes recommendations on logistics policies not only applicable to Air Force, but also othercomponents within DOD.
