SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of my specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of transportation, fuels and logistics is mandatory. Knowledge of automated data processing (ADP) standards, automated data systems (ADS) interfacing designs, along with a familiarity with precedents and alternative automation approaches, to consult and plan/carry out studies to advice on the merits of proposed alternatives. Knowledge of supply/fuels transportation systems and automated data processing methods and techniques. Knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of supply/munitions/maintenance programs, computer systems, and operations Knowledge of safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. - Incumbent must have a good understanding of macro-level Air Force operations and relationships, the ability to make sound judgments/decisions, and possess a high degree of knowledge of the many facets of the AFDW mission and the interrelated role of the Transportation and Fuels Branch. The judgment and vision of the incumbent of this position are crucial to the entire spectrum of AFDW transportation/fuels support management functions worldwide. Work involves a continuing analysis of the Transportation and Fuels System and system interfaces to effect continuous improvements to processes. Extensive knowledge and understanding of Air Force Transportation and fuels functions/policies; accounting, budgeting policies and procedures, and wartime/contingency planning directives are necessary to make quality decisions on mission support.
- Communicates daily with wing and base-level staffs; and frequently with counterparts at JF-NCR, HQ USAF, AFELMs, selected FOAs. other major commands, manpower and personnel centers (dealing with transportation/fuels personnel assignments and utilization), SSG, the Air Force Logistics Management Center, senior managers at GSA, DLA, other services, GAO, congressional staff, and 0MB representatives on transportation/fuels policy matters and programs. Incumbent must possess strong communicative skills, both oral
and written. Required to make effective oral presentations to senior leaders at all levels and oversee/approve position papers to explain command issues/positions and the impact of transportation/fuels and equipment support to include the vehicle fleet. Ensures the complex transportation/fuels management policies compliment maintenance and operations requirements and can be understood at all levels. While attending or chairing joint service and major command meetings or heading Logistics Compliance Assessment inspections/staff assistance visits, incumbent must articulate the AFDW transportation/fuels concepts, developing positions to foster this posture and inspire harmony among members. - Planning skills are the most significant aspect of this position. The wartime impact on this command is critical for support to JF-NCR and to the delivery of US forces to the theater of conflict. Incumbent has primary responsibility for development of all transportation/fuels annexes to plans that support JF-NCR and war/contingency plans, especially during wartime and contingency operations through MANOR and MANREQ programming actions.
- Incumbent must possess all of the essential management skills and be able to apply quality principles. It is mandatory that the incumbent attend formal quality management training and support the AFDW AFSO 21 program. This is crucial to ensure viable, flexible, and economical supply support posture in view of an austere financial environment. Organizing abilities are necessary to provide optimal staff effectiveness. Directing skills and quality management are most obvious in the review of AFDW budget inputs and coordination on budgetary/fiscal matters. Staffing expertise is particularly requisite in the joint negotiation process with other MAJCOMs and services.
- The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
