One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: leading complex financial programs and serving as a subject matter expert on finance and reporting issues; or developing and implementing financial policies and procedures to ensure the integrity of financial processes; or providing authoritative technical advice to resolve complex and controversial financial problems and supervising a team of employees by planning work, setting priorities, and evaluating performance.
You may qualify for consideration if meeting specialized experience and/or education requirements 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. - Establishes and monitors internal control systems to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
- Reviews, analyzes and evaluates the status of performance measurement and financial management indicators for assessing the efficiency and effectiveness of financial operations.
- Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes.
- Trains, equips and resources an organization executing a specialized finance mission; provides advice, and assistance to supported customers in the application of disbursing concepts, principles, practices, laws, and regulations.
- Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of the most complex and controversial finance problems.
- Plans, manages and supervises the assigned organization which consists of professional and/or administrative personnel.
