Job Description:

L3Harris is seeking a Program Management Senior Specialist supporting our Seabed Systems in Millersville, Maryland.

This Program Management Specialist will contribute to multiple program areas, including cost management, schedule tracking, contractor performance oversight, risk and opportunity management, requirements analysis, quality assurance, and customer reporting. The ideal candidate will demonstrate strong leadership and communication skills, ensuring seamless collaboration between customers, technical teams, and program stakeholders.



The qualified candidate must be able to:
  • Set goals and empower individuals to take ownership for their assignments.
  • Assist leadership in identifying program growth opportunities in addition to facilitating capture of new opportunities with customers.
  • Have strong and effective verbal, written and interpersonal communication skills that will facilitate in creating and maintaining a collaborative work environment which includes providing decisive and constructive feedback.
  • Demonstrate and insist on ethical and professional behavior in accordance with company values.


Essential Functions:

Program Execution & Performance Management

o Oversee cost, schedule, and technical execution to ensure program success.

o Identify and communicate issues to customers, subcontractors, and internal teams, implementing performance improvement plans as needed.

o Prepare and deliver program presentations and monthly reviews for customers and corporate leadership.

• Stakeholder Coordination & Team Support

o Interfaces with government stakeholders and contractor leadership.

• Financial & Contract Management

o Review and approve financial deliverables, including Estimate to Complete (ETC), Funds and Man-Hour Report (FMHR), and other customer CDRLs.

o Oversee and negotiate contract and subcontract documentation to ensure compliance with applicable regulations and policies.

• Operational & Logistics Oversight

o Gather procurement requirements, navigate government approval processes, and coordinate purchases through multiple vendors.

Qualifications:
  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10years of prior related experience.
  • Experience leading a highly visible and fast paced portfolio, reporting directly to site General Manager.
  • Experience with ITAR/EAR.
  • 6-10 years' experience and advanced level knowledge leading a portfolio with reportable Earned Value.
  • Active Secret Clearance.

Preferred Additional Skills:
  • Strong interpersonal and communication skills.
  • Prior experience as a Program Manager to international customer and / or major prime contractor
  • Undersea systems experience
  • PMP Certification


In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $92K-$171K. For California, New Jersey, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $106-$197K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
