Reporting directly to the Deputy Program Manager (DPM), the Safety Manager will provide leadership, oversight, and execution of the comprehensive safety program at Hawthorne Army Depot. This position ensures the protection of personnel (contractor, Government, tenants, and public), Government property, and the environment through proactive safety management, particularly for ammunition, explosives, and high-hazard operations. The Safety Manager serves as the primary contractor point of contact with the HWAD Government Safety Office and ensures full compliance with DoDM 4145.26, DFARS 252.223-7002/7003, AR 385-10, DA PAM 385-64, OSHA standards, and all other applicable Federal, State, and local regulations. The role drives a strong safety culture, maintains zero lost-time incidents where possible, manages explosives safety site plans and licenses, and supports continuous improvement and modernization initiatives in a high-security GOCO ammunition storage and demilitarization environment.

This is a contingent position expected to be located in Hawthorne, NV. The pay range for the position will be provided at the time the position is no longer contingent.

What You'll Do
  • Develop, implement, manage, and annually update the contractor's comprehensive Written Safety Program Plan (including Process Safety Management per 29 CFR 1910.119); ensure compliance across all contractor, subcontractor, and tenant operations (CDRL F019).
  • Serve as the primary interface with the HWAD Government Safety Office, PCO, and external regulatory agencies; provide timely corrective action responses to Government safety inspections and audits (CDRL F001).
  • Manage all explosives safety requirements, including development and maintenance of the Installation Ammunition and Explosives Map, explosives storage licenses, site plans per DDESB TP-26, and Quantity-Distance (Q-D) analysis using the Explosives Safety Siting (ESS) tool, in coordination with the Deputy, Demil & Ammunition (CDRLs F002-F006).
  • Oversee accident/incident reporting, investigation, and analysis; provide immediate notification (within 1 hour) of serious incidents and submit all required OSHA logs (300/300A), performance metrics (TCIR, DART, LT rates), and after-action reports (CDRLs F011-F014).
  • Develop, maintain, and implement Safety Plans, including the Decontamination Plan (MPPEH/MDEH/MDAS), Emergency Action Plan, and Lightning Protection Program; ensure annual exercises and after-action reporting (CDRLs F008, F015, F016).
  • Manage radiation safety programs (ionizing and non-ionizing), including appointment of the Radiation Safety Officer (RSO) and Non-Ionizing Radiation Safety Officer (NRSO), permitting, training, inventory, and reporting (CDRLs F009-F010).
  • Direct safety training programs for contractor employees, Government staff, tenants, and visitors; track and maintain all training records.
  • Establish and maintain a searchable electronic hazard tracking database for all non-compliant conditions and hazards, ensuring timely correction and abatement (CDRL F020).
  • Manage the deviation, waiver, and exemption process per DoDM 4145.26; track, report, and annually review all open waivers and exemptions (CDRLs F021-F023).
  • Conduct and document regular safety inspections, surveys, and audits; support Government investigations and external regulatory visits (OSHA, NRC, Nevada DEP, etc.).
  • Support construction projects, modernization efforts, and tenant operations through explosives safety reviews, building safety, safety maintenance plans, and safety oversight.
  • Monitor and report safety performance metrics; implement corrective actions and continuous improvement initiatives to achieve industry-leading safety results.
  • Coordinate with Operations, Environmental, Maintenance, Property, and Security divisions to integrate safety into all depot activities.
  • Prepare and submit all required safety CDRLs and reports in a timely manner.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree in Occupational Safety, Industrial Hygiene, Engineering, or related field with eight or more (8+) of relevant safety management experience OR an Associate's degree with 10+ years, OR High School diploma with 12+ years of progressive experience in high-hazard industrial or DoD environments
  • At least five (5) years of direct experience managing safety programs involving ammunition, explosives, and energetic materials.
  • In-depth working knowledge of DoDM 4145.26, DFARS 252.223-7002/7003, AR 385-series, DA PAM 385-64, DDESB TP-26, OSHA standards (including PSM), and related explosives safety regulations.
  • Experience developing and managing formal
  • Must be fluent in speaking and writing the English Language.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Prior experience at Hawthorne Army Depot or a similar DoD ammunition/explosives depot or manufacturing facility.
  • Professional certifications such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), or DoD Explosives Safety certifications.
  • Experience with MPPEH/MDEH/MDAS processes, radiation safety programs, and Process Safety Management (PSM).
  • Knowledge of unionized work environments and Collective Bargaining Agreements (CBAs).

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area, or on-board ships, submarines, and/or in weapon facilities.
  • The ability to operate heavy machinery and industrial tools with limited to no supervision. Examples may include but are not limited to: Electric/Diesel Forklift, CNC Milling Machine, Welding/Soldering, CAT III Overhead Crane, pallet jack, "Big Joe" stand-behind pallet lift mechanism, and more.
  • Travel Required ~10% travel required.
