Job Description
MTSI is seeking a Senior Acquisition Program Manager to support the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB, Ohio. The customer Program Office provides planning and acquisition of cost-effective, long-term U.S. Air Force capabilities-including advanced autonomous and software-intensive systems-within an Integrated Product Team structure.
The candidate will work side-by-side with government customers and contractor teammates in the Program Office and will regularly interface with major defense contractors delivering critical USAF capabilities. Most work will be performed onsite in the customer workspace. Travel up to 20% is expected.
Responsibilities
• Execute duties independently, including but not limited to:
• Provide project management and acquisition support for customer development efforts, particularly in next-generation software and autonomy portfolios.
• Perform technical project management to ensure efficient execution of assigned software, autonomy, or aviation-related efforts.
• Work closely with program managers, lead project engineers, contracts, finance, and cross-functional program teams, including multi-vendor consortiums and associate contractors.
• Maintain awareness of day-to-day issues and plan/prepare for major project milestones, events, or capability demonstration sprints.
• Support the full spectrum of actions required to award contracts and contract modifications, including innovative or rapid acquisition strategies, pre-award documentation, source selection support, and post-award activities.
• Review contract deliverables, integrated schedules, technical status reports, and cost performance reports, providing programmatic and technical assessments to the Government.
• Assist in program office surveillance of prime and subcontractor performance, determine program progress, and communicate programmatic or technical recommendations.
• Support the development and approval of acquisition strategies, program planning documentation, design reference missions, experimentation strategies, and strategic roadmaps.
• Develop and communicate roadmaps for software architectures, technologies, and product lines.
• Create integration plans, digital test strategies, and procedures; organize multi-company contractor resources to facilitate program transition activities.
• Assist in milestone planning, tracking, schedule management, briefing preparation for senior leadership, staff coordination, and decision documentation.
• Identify and mitigate risks to technology development projects.
• Participate in working groups and planning offsites.
• Establish trusted and influential relationships with customers, supplier consortiums, military operators, and other key stakeholders.
Required Qualifications
• 8+ years of acquisition experience (DoD acquisition experience with military operational or aviation systems is highly desirable).
• Experience working DoD acquisition programs, including contracting strategies, program management approaches, J&A documentation, Acquisition Strategy Plans, CDRLs, and development of SOOs/SOWs for R&D, software acquisition, and production.
• Experience working on classified and/or Special Access Programs (SAP).
• Demonstrated ability to operate independently, thrive in dynamic environments, define problems effectively, and collaborate with diverse teams including SES personnel and senior military leadership.
• Strong interpersonal and executive communication skills, capable of producing briefings and reports that clearly summarize complex technical program performance for senior DAF, OSD, and other DoD stakeholders.
• Extensive acquisition and contract management experience, particularly in monitoring program execution and integrating complex autonomous and software systems, with familiarity in applicable FAR regulations.
• Recognition for acquisition excellence or innovation is highly valued.
Education Requirements
• Bachelor's degree in Engineering or a related military studies field plus 18 years of relevant experience,
OR
• Master's degree in Business, Project Management, Engineering, or a related military studies field plus 12 years of relevant experience.
• Desired certifications include DAU, PMP, Agile, Cyber/Data Analytics, or similar project management/technical credentials.
Clearance Requirements
• Active Top Secret clearance with SCI and SAP eligibility.
• U.S. Citizenship is required due to contract requirements.
