Job Description

The Technical Lead / Senior Application Developer will provide senior Oracle Federal Financials development, technical leadership, and daily operational support for SBA's Oracle E-Business Suite environment. The role supports implementation, maintenance, troubleshooting, enhancement, testing, security remediation, documentation, and sustainment of Reports, Interfaces, Conversions, Extensions, and Workflows components across SBA's JAAMS environment and related financial systems.

*This position is contingent upon contract award.*

Responsibilities:

  • Provide system maintenance and daily operational services for SBA's Oracle Federal Financials environment.
  • Lead and support implementation and maintenance of RICEW components, including reports, interfaces, conversions, extensions, and workflows.
  • Collaborate with SBA internal resources on analysis, design, development, testing, and enhancement of Oracle EBS components.
  • Provide technical support for SQL development, PL/SQL, Oracle-based interfaces, web services, scripting, and related development technologies.
  • Perform troubleshooting, bug fixes, enhancements, upgrade support, phased implementation, security implementation, security remediation, code retirement, and daily JAAMS operational support.
  • Support user/help desk services, user account support, problem response and resolution, security incident management, root cause analysis, and testing of corrective actions.
  • Ensure all technical documentation remains current and complete; document undocumented processes as needed.
  • Follow established FSD coding standards, configuration management, change control, and code migration procedures.
  • As Tech Lead, coordinate developer work products, promote code quality, support peer reviews, assist with issue prioritization, and communicate technical status to the Project Manager and SBA system leads.
  • Perform other duties as assigned.


Qualifications:

  • Years of Experience: 10+ years of federal financials experience required ;
  • Education Level: Bachelor's degree in Computer Science , Information Systems, Engineering, or related technical field preferred. Equivalent relevant experience may be considered.
  • Clearance Requirements: Must be able to obtain and maintain SBA suitability/Public Trust, PIV access, and access to SBA systems as required .
  • Certification Requirements: Oracle EBS, Oracle Database, Oracle PL/SQL, AWS, Agile, or security-related certifications are preferred but not mandatory.
  • Experience with Oracle Federal Financials, Oracle EBS, RICEW, SQL, PL/SQL, Oracle Forms, Oracle Reports, XML Publisher/BI Publisher, workflows, interfaces, and federal financial systems.
  • Experience with application maintenance, patch/upgrade testing, performance tuning, troubleshooting, security remediation, documentation, and production support.
  • Experience supporting Oracle database and middleware environments, user support, issue resolution, and coordination with DBAs, functional specialists, and Government system owners.
  • Ability to operate within formal coding standards, configuration management, change control, and federal security requirements.
