SUMMARY:
The Sr. Engineer will work directly with the Government personnel in meeting the engineering needs of the project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Applies engineering principles and practices to support the instrumentation planning for the RDT&E of weapons systems.
• Attends instrumentation, data collection and processing meetings where test program requirements are defined and assists in the development of pre- and post-test accuracy statements.
• Evaluates instrumentation performance under varying environmental conditions and new or modified operating conditions or configurations.
• Designs strategies and plan instrumentation positioning that enable data acquisition efforts while projecting instrumentation from the hazards created during the conduct of laboratory and field tests.
• Provides Data Acquisition inputs to Test Plans including specifying traceability of all data requirements to specific test objectives.
• Independently plans, schedules, conducts or coordinates detailed phases of engineering work through the selection and adaptation or modification of techniques, procedures, and criteria.
• Analyzes complex features of the work and applies principles and practices of the discipline, or devises new approaches in problem solutions.
• Reviews all results from assigned tasks and determine if outputs are complete, correct, integrated with project objectives, and adequately documented.
• Independently prepares (or directs others in the preparation of), computation/analyses, specifications, and technical reports in the specific area of technical expertise.
• planning and execution of test and evaluation programs involving integrated weapons systems and munitions, automotive systems, precision instrumentation systems and unmanned vehicles.
• Plans, designs, coordinates, executes, monitors, evaluates, and reports test and evaluation of materiel, incorporating state-of-the-art technology and requiring substantial deviation from established test procedures and/or development of new test capability or instrumentation systems.
• Performs fundamental research, feasibility, engineering design or development of tests.
• Performs independently on projects having the characteristics described above.
• Attends meetings and conferences that relate to assigned area of responsibility and assists in the isolation and resolution of controversial and novel issues regarding items being developed and tested.
• Informs Government personnel about matters covered during meetings and information provided and received.
• Schedules tests and coordinates support requirements with test scheduling office and supporting organizational elements.
• Oversees the conduct of assigned tests, and personally observes test conduct as required.
• Exercises technical direction over engineering, technical test support and other supporting personnel in actual conduct of test in the field or under simulated conditions.
• Monitors performance of the test item and adequacy of data collection, and assumes responsibility and authority for range, test course and laboratory safety.
• Coordinates with others to ensure all safety, security, environmental and community concerns are adequately addressed.
• Reviews the data collected for completeness, accuracy, and validity.
• Analyzes test data in terms of serviceability, cost conditions where the item will be developed, etc., and prepares final test report outlining problem areas revealed during the test and making recommendations and conclusions as to the suitability of the material being tested.
• Due to the uniqueness and complexity of material being tested, the incumbent is required to prepare intricate, detailed, and interpretative analysis of test results.
• Other duties as assigned.
EXPERIENCE, EDUCATION, AND LICENSURE:
• Bachelor of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline.
• Ten (10) years of experience dealing with the concept design, engineering, and T&E of weapon systems components, subsystems, and systems.
• Expert-level knowledge of the principles and practices of T&E methodologies and techniques.
• Proven project leadership and management skills.
• Demonstrated communication and interpersonal skills.
• Proven ability to successfully lead projects teams within a demanding T&E environment.
• Demonstrated ability to manage conflict resolution and facilitate collaborative problem-solving within a T&E context.
• Experience working on highly complex and critical DoD related (any Service Branch), T&E projects preferred.
• Experience with military T&E methodologies, Test Planning, Instrumentation planning preferred.
