Job Description

Duties

  • Plans, organizes, and coordinates the planning, programming and budget activities of the detachment, ensuring compliance with legal and regulatory requirements to meet Air Force and MAJCOM requirements.
  • Actively participates in strategic planning to improve organizational direction and focus strategic resource planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
  • Performs/ leads studies and coordinates the logistics and supply of detachment laboratories, test equipment and test facilities.

    Qualifications

    Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GroupCoverage Qualification Standard for Administrative and Management Positions for GS-0343, Management and Program Analyst positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

    SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical techniques for improvement across administrative functions; assessing processes, programs, statistical data, and operational needs to prepare reports and presentations; participate in strategic planning to ensure programs and processes remain effective; develop recommendations to resolve process issues and program problems; applying knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute budgets and financial goals in support of the mission, structure, goals, work and programs of the organization; applying knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards; applying knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entitles involved in overall program planning and execution of military operations and evaluations; and using skill in fact-finding, contract analysis and pricing techniques, problem resolution and development of concrete action plans to solve problems. Knowledge of federal contracting laws, regulations, policies, practices, methods and contract types. Knowledge of DoD acquisition process NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute budgets and financial goals in support of the mission, structure, goals, work and programs of the organization.
  • Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
  • Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entitles involved in overall program planning and execution of military operations and evaluations.
  • Skill in fact-finding, contract analysis and pricing techniques, problem resolution and development of concrete action plans to solve problems. Knowledge of federal contracting laws, regulations, policies, practices, methods and contract types. Knowledge of DoD acquisition process.
  • Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems, and issues of effectiveness and efficiency of work operations in a detachment/squadron in support of major command programs.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
