The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
The Training Content Developer produces, maintains, and continuously improves the role-based training assets that enable WDP users, data engineers, and operational stakeholders to effectively operate platform tools, manage data pipelines, and execute governance workflows across Unclassified, Secret, and Top Secret environments. This role translates complex technical platform behaviors into accessible, task-focused instructional content aligned to WDP release cycles and cross-enclave deployment plans in direct support of warfighter enablement and enterprise adoption objectives.
• Develops and updates role-based training assets that explain how to operate WDP tools, construct and monitor data pipelines, perform governance actions, and execute operational tasks inside approved enclave workflows.
• Produces documentation, quick-reference guides, process illustrations, presentation slides, and tutorial videos that translate platform actions into repeatable steps using Databricks jobs, Spark notebooks, Airflow schedules, Kafka topics, and repository publishing in Confluence and SharePoint.
• Monitors release notes, Service Desk trends, and user feedback boards and revises screenshots, scripts, and demonstrations to keep pace with WDP change logs and governance updates.
• Builds task-focused examples that show data ingestion, schema mapping, medallion-zone movement, drift checks, and access procedures with Unity Catalog policies and identity controls.
• Creates short video segments and screen captures and assembles micro-lessons with clear narration and on-screen highlights.
• Publishes new and revised materials with correct metadata and tagging and validates links, attachments, and transcripts for accessibility.
• Collaborates with senior content developers and technical trainers to align artifacts with program battle rhythm, CDAO release calendars, and cross-enclave deployment plans that support Combatant Commands and Joint Staff directorates.
• Reports monthly counts for updated items, micro-lessons, and resolved content defects, and contributes training impact summaries that highlight adoption, completion, and time-to-proficiency gains for WDP programs.
• Performs other duties as assigned.
Required Skills
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 3-10 years of experience in technical training content development, instructional design, or a closely related discipline within federal, DoW, or enterprise data and analytics platform environments.
• Demonstrated experience producing role-based technical training materials including documentation, quick-reference guides, tutorial videos, and micro-lesson content for complex data or software platforms, with applied experience maintaining content aligned to product release cycles, Service Desk feedback trends, and structured metadata and accessibility standards.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
• Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
• Familiarity with enterprise data engineering and analytics tools covered in WDP training content, including Apache Airflow, Apache Kafka, Databricks, Apache Spark, and Unity Catalog, with the ability to accurately translate technical workflows into clear, operationally relevant instructional steps for diverse user populations.
• Experience publishing and maintaining training content within Government-approved knowledge management platforms such as Atlassian Confluence or Microsoft SharePoint, including applying version control, metadata taxonomy, and structured accessibility validation practices aligned with DoW training and documentation standards.
• Working knowledge of SCORM and xAPI e-learning packaging standards and experience managing content within Government-approved learning management systems such as Joint Knowledge Online (JKO), including tracking completion metrics, assessment scores, and content freshness data in support of program reporting requirements.
• Familiarity with Agile and SAFe delivery methodologies, including experience sequencing content development activities within sprint-based release cycles and coordinating artifact delivery across cross-functional teams spanning platform engineering, data governance, and customer success functions.
• Interest in helping users understand semantic layer, metadata, catalog, and data access concepts that enable AI assistants, automated workflows, and emerging agentic AI capabilities.
