• Packages modules in SCORM and xAPI formats and publishes to Government-approved repositories such as Confluence and SharePoint with accurate metadata, taxonomy, and version control.
• Collects input from Service Desk analytics, course evaluations, and mission user interviews and converts patterns into targeted revisions that shorten time-to-task and reduce repeat errors for Combatant Commands and Joint Staff elements.
• Tracks content freshness, completion rate, assessment score lift, adoption growth, and search success, and reports results.
• Delivers artifacts that include e-learning modules, lab guides, job aids, narrated demonstrations, and release notes mapped to WDP change logs.
• Coordinates with CDAO product teams, platform engineers, and security officers to sequence updates with release milestones and enclave deployment timelines, producing measurable improvements in training throughput, knowledge-base deflection, and mission readiness for WDP programs.
• Performs other duties as assigned.
Required Skills
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 10-12 years of experience in technical training content development, instructional design, or a closely related discipline within federal, DoW, or enterprise data and analytics platform environments.
• Demonstrated senior-level experience developing role-based technical training curricula for complex data or software platforms, including producing SCORM or xAPI-compliant e-learning modules, lab guides, multimedia tutorials, and job aids aligned to platform release cycles and diverse user populations .
• Hands-on familiarity with enterprise data engineering and analytics tools such as Apache Airflow, Apache Kafka, Databricks, Apache Spark, or Unity Catalog, with the ability to accurately translate technical workflows into accessible, operationally relevant instructional content for users ranging from data engineers to operational analysts .
• Proven experience publishing and maintaining training content within Government-approved knowledge management platforms such as Atlassian Confluence or Microsoft SharePoint, including applying version control, metadata taxonomy, and structured content governance practices .
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
• Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
• Experience developing training content for DoW or federal classified data platform programs, including familiarity with multi-enclave content delivery constraints, Government-approved learning management systems such as Joint Knowledge Online (JKO), and documentation standards aligned with DoW training and onboarding requirements.
• Proficiency with AI-assisted instructional design tools or generative AI content development platforms, including demonstrated experience evaluating or applying automated content generation, personalized learning path creation, or LLM-assisted knowledge dissemination to accelerate training development and improve learner outcomes at scale.
• Working knowledge of training effectiveness metrics and adoption analytics, including experience building and maintaining dashboards that track completion rates, assessment score trends, knowledge-base deflection rates, and user satisfaction data in support of continuous curriculum improvement and program reporting.
• Familiarity with Agile and SAFe delivery methodologies, including experience coordinating training content development activities within sprint-based release cycles, Program Increment planning events, and cross-functional delivery teams spanning platform engineering, cybersecurity, and customer success functions.
