Job Description

Duties

As a Supervisory Personnel Psychologist at the GS-0180-15 some of your typical work assignments may include:
  • Serves as the Director of the Defense Testing and Assessment Center (DTAC) within the Defense Personnel Analytics Center (DPAC), providing leadership, strategic direction, and overall management for the organization's programs, personnel, and resources.
  • Directs and oversees all research, development, and implementation activities related to military personnel testing and assessment, including the ASVAB, non-cognitive assessments, and language testing programs.
  • Manages the execution of an annual budget exceeding $45 million, making all funding decisions and leading contracting efforts to ensure programs align with the Department's strategic goals.
  • Serves as the principal decision-maker for the development of professionally sound and valid tests and interpretive materials used to determine qualifications for enlistment and classification in the Uniformed Services.
  • Supervises a diverse workforce of senior-level professionals, including other supervisory psychologists, and exercises the full range of personnel and administrative responsibilities.
  • Provides expert technical guidance and advisory services on psychometrics and personnel assessment to the DPAC Director and to senior leadership at the SES level within the Office of the Under Secretary of War for Personnel and Readiness, and other federal agencies.
  • Represents DTAC and the Department of War in various high-level forums, including professional societies, scientific conferences, and federal advisory committees, briefing senior officials on program status and technical findings.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Demonstrated experience as a nationally or internationally recognized expert in personnel psychology, psychometrics, and measurement, particularly in the areas of computerized adaptive testing and item response theory.
  • Proven experience directing and managing a large-scale, complex testing and assessment organization or program with a substantial annual budget.
  • Experience leading and conducting high-level, original research in psychometrics, test development, and personnel assessment, resulting in significant contributions to the field (e.g., publications, presentations at scientific societies).
  • Experience supervising senior-level technical and professional staff, including setting strategic direction, managing performance, and overseeing complex research and development projects.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
