This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 through GS-13.

- You will act as the subject matter expert on Industrial Security programs, policies, and regulations, including the National Industrial Security Program Operating Manual , DoW, Department of the Navy, and Department of the Air/Space Force directives.
- You will develop, implement, and administer a comprehensive security program for the Command, ensuring consistent application and enforcement of all safeguarding and personnel security policies.
- You will advise on effective vulnerability controls, Operations Security risk mitigation strategies, and threat countermeasures to prevent the compromise of classified information, Controlled Unclassified Information, and physical assets.
- You will prepare and deliver executive briefings and in-depth reports on security program performance, vulnerability trend analysis, and strategic security objectives.
- You will plan and conduct independent, in-depth security inspections, surveys, and evaluations of Command facilities, industrial work sites, and secure areas (e.g., Closed Areas, SAPFs, SCIFs) to identify and assess vulnerabilities.
- You will analyze new and existing processes, equipment, and construction projects to proactively determine the existence and severity of potential intelligence exploitation or physical security threats.
- You will evaluate work operations for compliance with all applicable industrial security standards, principles, and practices, recommending effective mitigation actions and corrective procedures.
- You will direct immediate corrective actions in situations of imminent risk to national security assets, classified material, or personnel to control exposure to adversarial threats.
- You will lead formal investigations for reportable security incidents, including those involving unauthorized disclosures, data spills, security infractions/violations, or significant physical security breaches.
- You will utilize advanced techniques to investigate incidents, obtain witness statements, analyze causal factors, and determine root causes of compromises.
- You will compile, analyze, and interpret incident data to identify threat trends and develop data-driven recommendations and countermeasures to prevent recurrence.
- You will develop, coordinate, and deliver a comprehensive security education, training, and awareness (SETA) program for all personnel, including supervisors and collateral-duty security representatives.
- You will create and present formal training sessions, workshops, and security campaigns on a wide range of topics, such as OPSEC, Insider Threat awareness, derivative classification, handling of CUI, and proper safeguarding of classified material
- You will serve as the lead for all financial and contractual resource management within the Security Division.
- You will hold fiduciary responsibility for the strategic planning and execution of the security budget, ensuring that mission-essential security operations are fully funded and compliant with Department of War (DoW) and Navy financial regulations.
- You will perform complex financial analysis to forecast requirements, justify funding levels, and execute all budgetary requirements to support NOTU's industrial and physical security posture.
- You will serve as the Contracting Officer Representative (COR) for all security-related service and equipment contracts.
- You will provide data-driven insights on budget variance, burn rates, and future resource allocation to ensure long-term mission sustainability.
- You will verify that all security expenditures align with SSP and DoW mission priorities while maintaining strict adherence to fiscal law and anti-deficiency protocols.
