Koniag IT Systems, LLC, a Koniag Government Services company, is seeking a Senior Project Manager (PM) with a Secret security clearance to support KITS and our government customer in Arlington, VA. This position is for a Future New Business Opportunity. This is an onsite position.

The ideal candidate will have extensive experience in project management, IT systems supporting federal operations, AWS cloud migration, and Department of Defense compliance requirements.

This role is critical to managing the development and operations of IT-based systems that conduct cemetery operations for Arlington National Cemetery. Principal responsibilities will include but are not limited to:
- Lead program management support across the evolving Cemetery Management suite of cloud applications
- Manage and oversee the Project Management Office (PMO) projects and initiatives for cemetery operations IT systems
- Chair and facilitate the Change Control Board (CCB) and Enterprise Architecture Governance Board (EAGB)
- Align IT investments with strategic goals and objectives as outlined
- Develop and implement project plans containing tasks and milestones to allow for efficient planning and budgeting for IT solutions
- Coordinate inter-agency activities with external cemetery stakeholders
- Manage AWS cloud migration activities within the cArmy environment, specifically coordinating with the Enterprise Cloud Management Agency (ECMA)
- Oversee development and maintenance of Department of War (DoW) Authority to Operate (ATO) authorization packages
- Provide program-level planning, operations and maintenance, and migration support for cemetery business systems
- Ensure strict adherence to specifications given the special significance and attention that national and post cemeteries receive
- Support the implementation and sustainment of business processes
- Ensure compliance with DoW regulations and requirements
- Oversee and establish business processes in alignment with DoD Architecture Framework (DODAF)
- Develop, implement, and maintain operational plans for cemetery management systems
- Provide strategic planning support to OCIO leadership
- Prepare and deliver status reports, briefings, and presentations to government leadership
- Lead change management and governance initiatives
Education and Experience:
- Bachelor's degree in business administration, Management, Information Technology, or related field from an accredited college or university; or 10 years of experience in the related field
- Minimum of 10 years of progressive project management experience
- Minimum of 5 years of experience with IT systems in a federal government environment
- Direct experience with AWS cloud migration projects
- Demonstrated experience coordinating with cArmy Enterprise Cloud Management Agency (ECMA)
- Proven experience with Department of War (DoW) Authority to Operate (ATO) process and authorization packages
- Experience managing IT systems that support critical operational processes and data management
- Knowledge of DoD and Army IT policies, directives, and standards
- DoD Approved 8140/8570 baseline certification (Security+, CISM, CISSP, or equivalent) - must obtain within six (6) months from date of award if not currently certified
Clearance Requirement:
- Ability to obtain and maintain Secret clearance
