Duties

The primary purpose of this position is: To serve as a senior Strategy and Management Analyst within the NGB J5, Policy, Strategy, and Assessments Division. The incumbent serves as the principle advisor on the development, integration, and communication of strategic initiatives politico-military analysis, and international affairs programs, ensuring alignment with the Chief, National Guard Bureau's strategic vision and national security objectives.
  • As the principle senior strategy and management analyst, supports and advises the military Division Chief in the strategic planning, development, management, and oversight of all National Guard (NG) international affairs and security cooperation programs, including the State Partnership Program (SPP).
  • Provides expert analysis on the implementation and coordination of NGB Strategic Guidance and Department of Defense (DOD) directives.
  • Provides expert assistance for NGB/ Directorate-Level Strategic Partnership and International Affairs in support of CNGB-directed requirements to integrate, coordinate, and communicate the Chiefs International Policy and engagement direction.
  • Leads NGB assessment efforts and serves as the program manager for formal feedback to the Chairman of the Joint Chief of Staff and the Chief, NGB.

    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office location. Travel may include overnight stays.
    • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/ or irregular hours.
    • May perform other related duties as assigned.

    Conditions of Employment Cont:
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/ Type 5 (Code O).
    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes This position requires mastery of advanced management principles, strategic planning, and international affairs to serve as the principle senior analyst and technical authority for all National Guard (NG) security cooperation programs, including the State Partnership Program (SPP). This mastery is required to conduct expert analysis of the highest-level national strategic documents (e.g., GEF, JSCP, UCP, DPG) and to prepare critical comments and sound counter proposals that inform and influence joint military policy. The incumbent applies this comprehensive knowledge to lead CNGB-directed, enterprise-wide projects that facilitate the transformation of the entire National Guard. The incumbent is the recognized expert in integrating strategic plans, resources, and international policy, furnishing critical data and operational implications to drive 4-star level decisions.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge, based on education and experience, of International Affairs and the State Partnership Programs.
  • Sound Understanding and conceptualization of International Policy, international agreements, and related influence and interest activities as they pertain throughout the National Guard and partnership programs.
  • Ability to integrate NGB/J5 goals and objectives into the planning and execution of key operational events, and to evaluate the effectiveness of planning actions related to overall program execution
  • Ability to plan, organize, and direct the functions of working groups, and to meet complex program requirements and objectives withing available resources.
  • Expert knowledge of the State Partnership Program (SPP), including its management, policies, and operational execution across the 54 States and Territories.
  • A high degree of written and verbal communication skills to effectively communicate, persuade, and negotiate with all levels of staff, including senior-level leadership within and outside the DoD, and to maintain critical working relationships.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
