Job Description

The Senior Strategic Business Analyst analyzes, defines, and maps organizational processes, stakeholder capabilities, and mission requirements to deliver comprehensive execution plans. The Senior Strategic Business Analyst is responsible for the identification, documentation, and validation of statutory mandates, executive directives, and operational dependencies across multi-agency boundaries. The analyst utilizes systematic and collaborative frameworks to translate high-level strategies into clear objectives and actionable requirements for executive decision makers.

Additionally, the Senior Strategic Business Analyst is responsible for conducting operational gap analyses, tracing performance deficiencies back to root causes, and formulating detailed Courses of Action (COAs) including schedule projections, and resource allocation mapping to guide organizational modernization and capability expansion.

Due to the sensitive nature of the potential customer agencies, an active Top Secret clearance is highly desired; candidates must, at a minimum, be Top Secret (TS) eligible.

Job Tasks:

• Collaborate with agency stakeholders, executive leadership, and multi-disciplinary teams to establish a thorough "Current State" baseline across Statutory Requirements, Customers, Products, Services, and

Partnerships.

• Deconstruct complex multi-agency frameworks to document legal obligations, intended customer touchpoints, product delivery methods, and partner organizational capabilities.

• Define, document, and map desired "End State" environment, including explicit operational assumptions, data needs, output requirements, measures of success, and definitive outcomes.

• Conduct structured gap analyses to identify systemic root causes (e.g., data constraints, personnel limitations, tool deficiencies) preventing the organization from meeting mission goals.

• Develop, model, and document comprehensive Courses of Action (COAs) to address systemic issues, delivery timelines, and resource demands for each option.

• Facilitate executive prioritization sessions to establish actionable implementation schedules, manage critical path dependencies, define delivery constraints, and solidify leadership alignment.

• Formulate comprehensive communication management strategies to prepare agency personnel for procedural updates, shifts in priorities, or structural realignment of resources.

• Support development of technical requirements and acquisition documentation to facilitate IT tools, hardware, or systems procurement and contracting activities.

• Oversee post-analysis program execution and tracking, providing program visibility, measuring milestone delivery, and anticipating cross-functional implementation challenges.

Education Required:

Bachelor's Degree in Business Administration, Public Policy/Administration, Management Information Systems (MIS), Operations Research, Political Science, or a related analytical/technical discipline. A Master's degree (MBA, MPP, or MS in a related field) is highly preferred.

Years of Relevant Experience:

Minimum of 10 years of progressive, relevant professional experience supporting federal civilian agencies, specifically within the homeland security, federal law enforcement, or justice sectors. Relevant experience includes: Interfacing with senior government executives; translating statutory mandates into operational requirements; business process mapping; and developing risk-adjusted Courses of Action (COAs).

An equivalent combination of advanced education, certifications (e.g., PMP, CBAP, Lean Six Sigma), and additional years of highly relevant experience may be considered in lieu of strict degree or years-of-experience requirements.

Clearance Requirements:

Must be Top Secret (TS) eligible at a minimum. An active Top Secret (TS) clearance is highly desired and strongly preferred at the time of hire due to the security requirements of potential customer portfolios.

Knowledge, Skills, and Abilities:

  • Ability to analyze and comprehend statutory execution guidelines, legislative mandates, and government agency directives, with a proven ability to translate legal drivers into actionable requirements.
  • Advanced proficiency in strategic gap analysis methodologies, root cause isolation techniques, and the formulation of detailed risk-adjusted COAs.
  • Strong knowledge of project management, integrated master scheduling (IMS), dependency mapping, and milestone monitoring methodologies.
  • Analytical capabilities to structure, assess, and organize highly complex, multi-layered cross-organizational architectures with precision and thoroughness.
  • Superior capability to draft technical requirements packages, technical acquisition plans, and procurement-ready documentation supporting complex contracting activities.
  • Excellent presentation and interpersonal capabilities, proficient at communicating operational frameworks and organizational structural shifts to senior leadership and non-technical stakeholders.
  • Proactive self-starter with a demonstrable background in identifying relevant stakeholder groups, running requirement elicitation workshops, and prioritizing operational tracks independently.
