Credence has an immediate opening for an experienced Program Management Support Manager who will be primarily responsible for supporting the Air Force Life Cycle Management Center (AFLCMC)/EN-EZ at Wright Patterson AFB, OH.

The Engineering Directorate (AFLCMC/EN-EZ) has the collective AFMC mission responsibility for preeminent engineering expertise to acquire and support war-winning capabilities. In order to meet current and projected workload requirements in support of AFLCMC/EN-EZ, the Government must augment its organic (military and civil service) capabilities with Advisory and Assistance Services (A&AS) support.

AFLCMC/EN-EZ is headquartered at Wright-Patterson Air Force Base (WPAFB) OH with major units located at Eglin Air Force Base (AFB) FL, and Hanscom AFB, (HAFB) MA, as well as additional locations across the United States (US).

Responsibilities include, but are not limited to the duties listed below

  • Fully competent in all aspects of applicable project management disciplines, and should be capable of evaluating, selecting, and modifying standard techniques, procedures, or criteria.
  • Capable of identifying problems and recommending solutions with little or no supervision.
  • Recommend new approaches for resolution of problems encountered.
  • Access financial and proprietary information, information affected by the Privacy Act of 1974, and information used for competitive solicitations requiring the Contractor to sign an NDA. See Section 6.1.
  • Assist the AWO in the daily administration of their assessment processes including direct interface with other organizations, internal and external to the USAF.
  • Provide support by recording meeting minutes and independently developing briefing slides, charts and schedules.
  • Work with the AWO to review airworthiness assessment project planning and prepare recommended responses.
  • Develop documented schedule estimate recommendations for application to the airworthiness assessment process.
  • Independently analyze and review correspondence and draft documents and provide recommended responses. Upon receipt of inputs, the Contractor shall develop draft documents prior to signature by the USAF. The evaluations will include but not be limited to analyzing the scope of assessments, aligning airworthiness project tracker inputs, including any material and man-hour expenditures, and any recommended changes to related support contracts.
  • Provide recommendations as to appropriate courses of action to be taken during discussions on labor requirements.
  • Assist the AWO in preparations for any additional support contracts put in place for conduct of airworthiness assessments (not including A&AS contracts or TOs).
  • Prepare and assist the AWO to coordinate documents for approval and signature by the USAF Technical Airworthiness Authority.
  • Assist the AWO with development and maintenance of an Integrated Master Schedule (IMS) for all tasks under specific assessment projects. The IMS shall include key dates for closeout actions of current tasks, development of follow-on activities, as well as future planning efforts for new assessment activities. The IMS shall integrate current AWO project tracker timelines.
  • Assist the AWO in monitoring project efforts to ensure all stakeholders are in coordination with deliverable timelines.
  • Coordinate with the AWO financial advisor/manager to track any unique project expenditures and assist in the development and management of spend plans and IGCEs, if required.
  • Assist the AFLCMC/EN-EZ security manager with AWO employee processing.
  • Ensure the office security manager coordinates on AWO affidavits acknowledging the employees possess the appropriate clearance commensurate with the facility clearance license.
  • Notify the EPASS COR and AFLCMC/EN-EZ security manager of discrepancies in the completion of security clearance affidavits.
  • Draft memoranda for contractor and visitor base access requiring signatures of Government sponsor and unit security manager and maintain a file on affidavits to protect project information affected by the Privacy Act of 1974.
  • Perform routine administrative duties such as filing, research, coordination, attending internal meetings, and providing administrative support to the AWO within the scope of the outlined duties.
  • Utilize existing network resources and capabilities for sharing, uploading, routing, and downloading assessment project and other AWO documentation.
  • Assist the AWO in developing and executing formal agreements and proposal documents, including the related control/filing system.
  • Assist the AWO in developing, reviewing, and finalizing reports, summaries, memorandums, and briefings.
  • Advise and assist in conducting AWO proposal preparation, evaluation, and discussion activities in a non-decision making role as an advisor.
  • Analyze and review related proposals and assist in preparing and finalizing these proposals.
  • Provide recommendations and historical data for technical evaluations.
  • Maintain configuration control of AWO files to include, but not limited to: agreements, technical evaluations, statements of work, IGCEs, technical proposals and other documentation.
  • Assist in the management of man-hour tracking for both Contractor and Government personnel.


Requirements

  • Clearance: Secret
  • Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoW or
  • Bachelor's Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoW
  • 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoW
  • Demonstrated knowledge and experience in program management support to assist the USAF AWO in meeting guidance in the Federal Acquisition Regulations (FAR) and other applicable documents and regulations, systems and guides.
  • Knowledge and experience required include but are not limited to DoD and USAF policy and guidance; development and preparation of unique concepts, plans, roadmaps, and schedules; implementation of support contracts; and development and preparation of draft documentation, briefing assistance, meeting support, and other related support as required.
  • Able to use MS Project build and maintain an IMS using MS Project
