Job Description

Radiance Technologies is seeking a Business and Financial Operations Specialist to support the U.S. Army Space and Missile Defense Command (SMDC) Ronald Reagan Space and Missile Test Range (RTR). The selected candidate will support budget planning, execution, and reconciliation of current and future appropriations, applying expertise in Department of War (DoW) financial management processes and reporting. Responsibilities include developing budgets and spend plans based on historical execution data, monitoring funding execution to ensure alignment with program acquisition strategies and organizational objectives, and supporting all phases of the budget process, including formulation, justification, presentation, and execution. The candidate will also assist with Mid-Year Reviews, Budget Execution Reviews, Year-End Closeout activities, financial reconciliations, and related budget reporting requirements.

Duties and Responsibilities:
  • Analyze program financial, schedule, and technical data to identify trends, assess performance, and provide actionable recommendations to support informed decision-making.
  • Develop, monitor, and manage program budgets, spend plans, and resource allocations, ensuring alignment with technical requirements, acquisition strategies, and program schedules.
  • Track budget execution against approved plans, identify variances and risks, recommend corrective actions, and develop mitigation strategies to ensure timely and effective use of resources.
  • Develop cost estimates for RDT&E, Procurement, and O&M appropriations; coordinate with program, acquisition, and contracting personnel to ensure synchronization of budgets, cost estimates, and technical scope.
  • Maintain cost models, develop Rough Order of Magnitude (ROM) estimates, and update financial forecasts using contract actuals, changing requirements, and evolving mission priorities.
  • Identify, analyze, and resolve budgetary issues, including evaluating alternative funding approaches and managing resource adjustments resulting from mission changes or organizational restructuring.
  • Prepare and deliver financial reports, budget analyses, briefings, and requirements documentation for program leadership, stakeholders, and higher headquarters.
  • Communicate budget status, risks, issues, and recommendations to project managers, team members, and government leadership.
  • Track action items and government processes through completion to ensure timely delivery of program objectives and required documentation.


Required Skills:
  • Bachelor's degree in Accounting, Finance, Mathematics, Business Administration, or a related field from an accredited institution.
  • US Citizenship with an active Secret clearance.
  • Advanced proficiency in Microsoft Office applications, particularly Excel and PowerPoint, with the ability to develop financial analyses, reports, and executive-level briefings.
  • Working knowledge of automated financial management systems, budget formulation and execution processes, and financial reporting tools.
  • Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced, dynamic environment.
  • Self-motivated and detail-oriented professional with the ability to independently prioritize tasks, solve problems, and successfully manage competing requirements.


Required Experience:
  • Minimum of five (5) years of experience supporting financial management, budget planning, and funds execution activities for Department of Defense (DoD) acquisition programs.
  • Working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process and its application to program and budget management.
  • Experience managing and executing Army appropriations, including Operations and Maintenance, Army (OMA), Other Procurement, Army (OPA), and Research, Development, Test and Evaluation (RDT&E) funds.
  • Demonstrated experience in budget formulation, programming, funds execution, and financial planning for Army programs and projects.
  • Experience developing spend plans, tracking execution, reconciling funding, and preparing financial reports for government stakeholders.
  • Knowledge of the Army reprogramming process, including the development, coordination, and execution of funding realignments.
