Lockheed Martin is seeking a visionary and results-driven Strategy & Business Development Analysis Senior Staff to lead strategy, growth, capture, and customer engagement for the distributed Command & Control (C2), Mission Command, and Battle Management Software portfolio within the US Army, Joint Service, and Mission Partner market.
The successful candidate will drive a commercial-first strategy to deploy advanced software solutions into accredited networks and cloud environments, directly supporting the Combined Joint All-Domain Command and Control (CJADC2) construct, in areas including Integrated Offensive and Defensive Fires, Integrated Air and Missile Defense (IAMD), and Next Generation Command and Control (NGC2).
This individual will be responsible for navigating complex stakeholder networks-including the Chief Digital and Artificial Intelligence Office (CDAO), Service CIO organizations, and key Army program offices-to accelerate software accreditation, deployment, and data interoperability across warfighting functions.
Key Responsibilities
• Growth & Capture Strategy: Identify, qualify, and capture new business opportunities within the US Army C2 and Mission Command software ecosystems, specifically focusing on Program Acquisition Executive (PAE), Capability Portfolio Executive (CPE), and Project Manager (PdM) Offices aligned with C2, Integrated Air and Missile Defense (IAMD), and data centric tactical networks.
• Customer Engagement: Build and maintain trusted relationships with key Army stakeholders, requirements writers, technical directors, and acquisition authorities (e.g., CDAO, Army CIO, PAE C2/CC2, CPE C2IN, PAE Fires, etc).
• Accreditation Strategy: Collaboration with engineering teams to develop strategies that navigate government and industry partner compliance, securing Authorities to Operate (ATO) and Initial Authorizations to Test (IATT) to ensure rapid, continuous software deployment.
• Pipeline Management: Maintain a robust, long-range opportunity pipeline, leading internal research and development priorities, color team reviews, capture strategies, and proposal development for high-priority software, data, and AI centric pursuits.
Basic Qualifications:
• Experience: 10+ years of experience in commercial or defense business development, capture management, or equivalent military/government leadership roles focused on C2, tactical software, or mission command domains.
• Army Domain Expertise: Deep familiarity with the US Army acquisition lifecycle, specifically regarding PAE C2 / Counter C2 (PAE C2/CC2), CPE C2 Information Networks (CPE C2IN), and PAE Fires ecosystems.
• Strategic Programs Awareness: Demonstrated understanding and strategic awareness of core Army modernization efforts, including Army Next-Generation C2 (NGC2), Army Integrated Air and Missile Defense (AIAMD), and emerging air and missile defense architecture frameworks like Golden Dome for America.
• Data Centric, AI Enabled C2 Frameworks: In-depth knowledge of Army warfighting functions, data ingestion/egress requirements, application of agentic AI models, and the technical frameworks governing PAE C2/CC2 and PAE Fires programs of record.
• Clearance: Active U.S. Secret security clearance (with the ability to obtain a Top Secret/SCI).
Desired Skills:
• Commercial Software & Defense Tech Background: Prior experience working within defense technology startups or commercial software enterprises that successfully scaled software solutions into DoD ecosystems.
• CJADC2 & Data Architecture Knowledge: Foundational understanding of distributed, networked architectures, including data layers, data meshes, or data fabric concepts central to enabling CJADC2 capability across joint and mission partner forces.
• Ecosystem Integration & Interoperability: Familiarity with delivering software applications into broader government or third-party architectures using APIs, Software Development Kits (SDKs), or open data ontologies.
• Accreditation and Risk Management: Practical familiarity with the challenges of software deployment onto government or Industry owned or accredited cloud networks, including navigating the cybersecurity customer landscape to achieve rapid ATO or IATT for software products and applications.
• Acquisition Innovation: Understanding of agile software acquisition pathways, Other Transaction Authorities (OTAs), and Commercial Solution Openings (CSOs) designed for rapid commercial-first capability insertion and continuous iteration.

Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $128,400 - $226,435. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
