THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION

Indefinite appointment cannot exceed 5 years.

Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.

The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-9, is to plan, coordinate, and perform financial management analysis, quality reviews, and administrative finance tasks at the squadron and group levels. Duties include budgeting, financial analysis, operational finance, and administrative support to ensure compliance with policies, regulations, and readiness requirements. The use of this position description is contingent upon the 6F0X1 CSS position being earned and authorized on the Unit Manning Document (UMD).
  • The Financial Analyst serves as the CSS point of contact for day-to-day budget and financial issues, working closely with the Comptroller Flight's budget office to obtain, monitor, and track organizational funds. The incumbent collaborates with commanders and supervisors to create spend plans and integrates them into the overall base budget. Additionally, the Financial Analyst provides advice on budget matters, including types of funding available, effects of budgetary changes, and the status and use of funds.
  • The Financial Analyst monitors government travel card (GTC) accounts and ensures compliance with regulations. This includes initiating GTC applications for eligible members, briefing members on statements of understanding, and collecting and instructing members on completing GTC computer-based training.
  • Serves as Unit Workday Control Officer (UWCO), responsible for monitoring and advising on the use of all workdays and dollars. The Financial Analyst approves and tracks unit orders, including annual training (AT), special training (ST), military personnel appropriation (MPA), regular scheduled drill (RSD), deployment, and inactive duty training (IDT) orders using the Air National Guard Reserve Order Writing System (AROWS).
  • Auditing and internal controls are critical aspects of the role. The Financial Analyst performs random audits on travel claims, reviews Inspector General (IG) reports, and identifies and corrects deficiencies.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

FINANCIAL MANAGEMENT ANALYST, GS-0501-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience creating spend plans and integrating them into the overall budget; Experience advising on budget matters, including types of funding available, effects of budgetary changes, and the status and use of funds; Experience preparing narrative justifications for projected funding needs.

Education

Substitution of Education for Specialized Experience: Master's or equivalent graduate degree in accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.

A have a combination of education and experience. (Only graduate education in excess of the amount required above may be used.)

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service.
