The Financial Management Analyst is part of the Credence Financial Management Team supporting the Procurement Integrated Enterprise Environment (PIEE) Program Management Office (PMO). The analyst provides comprehensive budget execution, financial analysis, and reporting support for one or more PIEE applications/programs.

This position will primarily focus on DoW budget execution across all PIEE funding lines supported by Operations & Maintenance (O&M) and Defense Working Capital Fund (DWCF) appropriations, as well as the management of reimbursable funding and intra-governmental transactions. The analyst will be assigned a primary PIEE program for day-to-day funds management and will serve as backup financial manager for at least one other PIEE program, working closely with an existing Financial Management Analyst on the same contract to ensure continuity of operations.

The position reports to the contractor Financial Management Lead and operates under the oversight of the government Financial Management Lead. The analyst is expected to work independently on complex budget execution tasks while collaborating regularly with the FM team, program managers, contracting personnel, and external stakeholders to support integrated program objectives.

Responsibilities include, but are not limited to the duties listed below:

Budget Execution & Funds Management
  • Lead day-to-day execution of the assigned PIEE program's budget across O&M and DWCF funds, including maintenance of spend plans, monitoring of commitments, obligations, and expenditures, and identification of at-risk funding
  • Perform budget execution in parallel with a peer Financial Management Analyst, serving as primary for at least one PIEE program and backup for another to ensure continuous coverage and cross-training across the portfolio
  • Assist in the management of program and budget documentation, including forecasting future requirements and aligning funding profiles with contracts, Service Level Agreements (SLA), and Plans of Action and Milestones (POA&M)
  • Prepare and track program funding packages from inception through contract award, ensuring all milestones and documentation are completed on time
  • Update, reconcile, and maintain budget and cost-related spreadsheets, trackers, and reports related to O&M and DWCF funds management, ensuring they are accurate and available upon request.

Reimbursables & Intra-Governmental Transactions
  • Manage reimbursable funding for PIEE program requirements, including preparation, coordination, and tracking of G-Invoicing orders (7600B), Military Interdepartmental Purchase Requests (MIPR), Funding Document Requests (FDR), and associated Service Level Bills (SLB)
  • Support the PMO in the use of the Bureau of the Fiscal Service G-Invoicing system to execute intra-governmental Buy/Sell transactions in accordance with applicable policy
  • Verify that all required information on funding documents (e.g., 7600B, MIPR, FDR) is complete, accurate, and consistent with governing guidance
  • Support the Accountable Receipt Official (ARO) with the preparation of billing packages and posting of Goods Receipts (GR), including collection and maintenance of invoices and documentation for entry into the Enterprise Business System (EBS) or equivalent DoD financial systems

Financial Reporting, Analysis & Data Management
  • Proactively analyze large volumes of financial and contract data to identify trends, anomalies, and risks; elevate issues and recommended corrective actions to leadership
  • Provide data analytic support to inform decision-making, including the development and refinement of financial metrics and dashboards
  • Produce recurring and ad hoc financial reports for varying levels of leadership, including but not limited to: Unliquidated Obligations (ULO), Dormant Accounts Receivable Quarterly (DARQ), Reimbursable funding and billing status, Weekly and monthly budget execution updates
  • Maintain accurate program-wide and package-specific procurement and financial metrics and data, ensuring data integrity and audit readiness
  • Provide support for financial programming, tracking, execution, and accounting activities across the PIEE portfolio.

Contracting / COR and Audit Support
  • Support the PMO Contracting Officer's Representative (COR) team in monitoring and assessing the financial aspects of contract administration, including verification of lines of accounting and resolution of funding discrepancies
  • Support COR Quality Assurance activities by reviewing Contract Data Requirements Lists (CDRLs) and contract deliverables for performance in the areas of budget and financial management
  • Assist with the development and maintenance of financial artifacts associated with contracts and SLAs.
  • Support internal and external audit requests by assembling, validating, and providing financial documentation and execution evidence
  • Contribute to the creation of program plans, presentations, and budget documents for the PMO, per guidance from the contractor lead and/or government lead

Stakeholder Coordination & Communication
  • Coordinate financial data and status with government officials and stakeholders, including Business Financial Managers, Program Managers, CORs, Contracting Officers, and Contract Specialists
  • Serve as a financial point of contact for designated PIEE programs, communicating funding needs and limits, cost-related issues, risks, and recommended actions to the appropriate entities
  • Engage with external customers to support collection of reimbursable funding, resolve financial discrepancies, and provide execution status and billing updates


Requirements

  • US citizenship with the ability to obtain a public trust is required
  • 5+ years of experience in DoW or federal financial management, with demonstrated experience in budget execution for O&M and/or DWCF funds
  • Bachelor's degree in Finance, Accounting, Business, Economics, or a related field; or equivalent combination of education and relevant experience
  • Experience supporting a Program Management Office (PMO) or equivalent organization in the Programming, Planning, Budgeting, and Execution (PPBE) process
  • Demonstrated experience with financial tracking, reporting, and reconciliation using spreadsheets (e.g., Microsoft Excel) and enterprise financial systems (e.g., EBS, G‑Invoicing, or similar)
  • Strong analytical skills with the ability to interpret large data sets, identify trends and anomalies, and develop actionable insights and recommendations
  • Excellent written and verbal communication skills, including the ability to prepare clear financial reports, presentations, and briefings for leadership
  • Proven ability to work independently on complex tasks while collaborating effectively with a multi‑disciplinary team, including other financial managers, program managers, contracting personnel, and government leads
  • Strong attention to detail and commitment to accuracy, timeliness, and compliance with applicable guidance and regulations

Preferred Qualifications
  • Prior experience supporting DoW working capital fund operations and intra‑governmental transactions (IGT), including G‑Invoicing
  • Familiarity with DoW Financial Management Regulation (DoD FMR) and relevant guidance governing O&M, DWCF, and reimbursable funding
  • Professional certifications such as DoD FM Certification, Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or Certified Public Accountant (CPA)

Other Expectations
  • Willingness to cross‑train and provide backup coverage for other PIEE programs, ensuring continuity of financial management support across the portfolio
  • Ability to adapt to a growing and evolving program environment, including the addition of new PIEE applications and associated funding lines
