Job Description
SUMMARY: This position serves as USTDA's Records Custodian and primary technical expert for the
Agency's records management program. The incumbent functions as the principal interface with NARA,
manages the Central Agency Files (CAF), leads twice-annual agency-wide records clean-up and training
events, and ensures full lifecycle records compliance from creation through NARA-compliant
disposition.
KEY RESPONSIBILITIES:
• Maintain USTDA's Central Agency Files (CAF); serve as primary POC for all RM matters agencywide; accept official documents from agency staff and integrate into official files per USTDA RM
procedures
• Serve as the Agency's Records Custodian and primary NARA liaison; implement and maintain
records disposition schedules; manage submissions to and retrievals from NARA/WNRC; ensure
compliance with NARA General Records Schedules
• Establish and maintain email and electronic records schedules per NARA OMB M-23-07
requirements; update USTDA records schedule annually; advise the Records Management Officer
(RMO) on schedule changes
• Manage the USTDA library holdings database in TDAMIS/SharePoint; maintain public and
confidential report segregation; provide bi-annual library holdings analysis reports to COR
• Plan and conduct two agency-wide records clean-up events per year; conduct records
management onboarding briefings for all new staff and exit interviews for departing staff
• Support FOIA processing as needed; maintain working knowledge of FOIA/Privacy Act exemptions
applicable to USTDA records
• Perform or supervise scanning and digitization of agency documents; maintain quality control on
all converted files; update data in USTDA information management systems
REQUIRED QUALIFICATIONS:
• Bachelor's degree required in business, information management, library science, or related field
• Minimum 10 years of related experience; minimum 5 years specifically in federal records
management
• Experience creating and implementing records management policies, retention schedules, and
NARA-compliant disposition procedures
• Experience providing records management training to agency staff
• Secret security clearance required
• Strong written and verbal communication skills; physical ability to move file boxes
PREFERRED QUALIFICATIONS:
• Certified Records Manager (CRM) or NARA Federal Records Management Training certificate
• Prior experience with TDAMIS, SharePoint, or similar federal agency information management
systems
• Prior experience supporting a small federal civilian agency
