Senior Consultant, Digital Transformation

Location: Alexandria, VA (Hybrid, 2-3 days per week)

Clearance: DoD Secret

About the Role

Our client is looking for a Senior Consultant who can bridge business and technology to help federal organizations execute digital transformation in mission-critical environments. In this role, you will support the U.S. Coast Guard (USCG) at the intersection of transformation strategy, product and service operating model design, and organizational change management (OCM)—helping leaders translate intent into repeatable ways of working. You will work with delivery teams and stakeholders to apply modern delivery and operations frameworks (e.g., Agile/SAFe, ITIL-aligned service management, SRE/DevSecOps) while driving adoption using Prosci/ADKAR practices and customer/workforce experience insights. This position follows a hybrid schedule with 2–3 days on-site in the Alexandria, VA area; occasional travel may be required.

What You'll Do
  • Execute digital transformation workstreams for USCG modernization—connecting strategy and operations to enabling technology, data, and process changes.
  • Develop and deliver OCM products using Prosci/ADKAR (e.g., change impact assessments, stakeholder analyses, communications, training, and adoption roadmaps) tailored to USCG operational and support communities.
  • Support the design and implementation of product and service operating models for USCG programs—clarifying value streams, roles, decision rights, and governance; and connecting them to delivery execution (Agile/SAFe), service management (ITIL-aligned), and cybersecurity/ATO requirements.
  • Plan and execute a phased rollout roadmap for the Product Operating Model across the C5I PEO (pilot → scale), including operating cadence, governance and decision rights, funding/acquisition touchpoints, sustainment handoffs, and outcome measures (e.g., OKRs/KPIs).
  • Help implement and operationalize Site Reliability Engineering (SRE) practices (e.g., service definitions, SLIs/SLOs, error budgets, incident management, post-incident reviews, and toil reduction) and embed them into delivery and sustainment routines.
  • Support Agile/SAFe execution in a federal environment (e.g., backlog refinement, ART-level planning, PI planning support, dependency management, integrated release planning, and metrics tied to mission outcomes).
  • Help define and implement ITIL-aligned IT Service Management (ITSM) processes so products can operate at scale (e.g., service catalog/service ownership, request fulfillment, change enablement, release management, configuration management, and continual improvement).
  • Support adoption of enabling technical frameworks and guardrails (e.g., DevSecOps pipelines, RMF/ATO touchpoints and automated evidence, enterprise architecture standards, Zero Trust alignment where applicable, and observability/telemetry practices).
  • Drive adoption through structured change management (Prosci/ADKAR): stakeholder alignment, readiness assessments, sponsor and change network engagement, role-based training, communications, and adoption/performance metrics.
  • Apply customer experience (CX) and user-centered approaches to improve digital service delivery—defining and using CX/Customer Success metrics and triangulating X-data (experience) and O-data (operational) to pinpoint root problems (e.g., from surveys, interviews, usage analytics, service performance) and drive end-user adoption across USCG-facing products and services.
  • Facilitate workshops, stakeholder interviews, and focus groups with USCG leaders and end users to surface change barriers and build organizational readiness.
  • Build day-to-day working relationships with USCG client counterparts and serve as a credible, reliable OCM resource within integrated project teams.
  • Contribute to proposals, points of view, and internal capability development focused on change management, operating model modernization, and workforce adoption in support of USCG priorities.

What You Bring
  • 3–5+ years of experience delivering digital transformation initiatives for federal clients (DHS/DoD preferred) or large, complex organizations (e.g., product/service modernization, operating model shifts, or technology-enabled process redesign).
  • Demonstrated ability to work with technical teams to implement and improve modern delivery and operations practices (e.g., Agile/SAFe, ITIL/ITSM, SRE, DevSecOps), including supporting ceremonies, process adoption, and measurable performance improvements.
  • Experience supporting product and service operating model implementation (e.g., value streams, team/topology design, product-centric governance, service ownership, and sustainment handoffs) in a federal environment.
  • Working knowledge of common delivery and operations frameworks (e.g., Agile/SAFe, ITIL/ITSM, SRE, DevSecOps) and ability to collaborate effectively with technical teams.
  • Experience applying customer experience (CX), total experience (TX), or Customer Success metrics and the ability to use qualitative and quantitative data—especially X-data and O-data—to pinpoint problems, prioritize improvements, and improve digital service adoption.
  • Working knowledge of organizational change management practices (Prosci/ADKAR, Kotter, or equivalent), including stakeholder engagement, communications, and training to support adoption.
  • Strong written and verbal communication skills, with the ability to distill complexity into clear, audience-appropriate messages.
  • Bachelor's degree required; advanced degree a plus.

Nice to Have
  • Prosci ADKAR or equivalent change management certification.
  • Exposure to SAFe/Scrum and ITIL/ITSM practices as applied in federal settings.
  • Hands-on experience with LLMs and building/integrating agentic AI into workflows
  • Secret clearance (active) or ability to obtain one.
