Responsibilities

Noblis MSD supports the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) in their mission to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. Noblis MSD is seeking a Program Analyst to support U.S. Navy in-service ships and cross platform engineering programs. The candidate will provide non-technical programmatic and financial support to various programs at the Philadelphia Navy Yard.

While there will be an opportunity for a hybrid work schedule, candidates will have to be local to the Philadelphia, PA aread and be able to visit clients on site.

The Program Analyst will directly support US Navy programs. They will be responsible for programmatic support tasks including, such as:
  • Developing and maintaining program management tools utilized for scheduling, budgeting, resource management and project status.
  • Assisting with data calls and compiling technical updates into reports and visual aids
  • Providing meeting support, including tracking action items, briefing stakeholders on program status
  • Creating and maintaining Plan of Actions & Milestones (POA&Ms),
  • Creating and maintaining financial tracking/reporting utilizing data from Enterprise Resource Planning (ERP) system. We create customized financial packages for government program managers and task leads. Financial support includes funding analysis, creation of program and task metrics/graphs, monthly expenditure charts and cost variance charts.

Required Qualifications

  • Bachelor's Degree from an accredited university in a related filed & 0-3 years of experience.In lieu of a degree will also consider an Associates degree & 3 years of relevant experience, or high school diploma & 6 years of relevant experience. For those who are entry level, must have some relevant internship or project experience.
  • Relevant work or internship experience may include experience with:
    • Supporting defense or government customers
    • Project management or project coordination
    • Review and analysis of financials including budgets and reconciliation of issues and discrepancies
    • Review and update program financial records and schedules
    • Status gathering and reporting
    • Document formatting and editing
    • Development of presentation materials
    • Meeting coordination to include scheduling, preparation, minute taking and capturing action items
    • MS Office Suite including MS Project and Access
  • Must be a US citizen and have the ability to obtain a DoD SECRET clearance.


Desired Qualifications

  • Candidates with an active DoD SECRET clearance will be given additional consideration.
  • Experience using PowerApps and/or PowerBI to develop program management tools
  • Experience with Navy/DoD programs is a plus, but not required

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
