Job Description
Savvee Inc. is seeking a PRISM/PR Specialist to support our federal client in a hybrid environment located in Washington, D.C. The ideal candidate will support enterprise program management operations by leading acquisition planning, procurement execution, and contract administration activities across the portfolio. The candidate will be responsible for managing procurement actions from pre-award through closeout, ensuring compliance with federal acquisition regulations, and supporting financial and program stakeholders in executing timely and accurate procurement activities. The position enables efficient acquisition processes, improves procurement visibility, and ensures compliance with applicable federal standards and requirements.
ESSENTIAL FUNCTIONS
• Leading execution of acquisition planning and procurement activities across the full contract lifecycle, including pre-award and post-award support.
• Developing procurement packages including Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and supporting documentation.
• Supporting source selection activities, including proposal evaluation and coordination with acquisition personnel.
• Preparing and managing Purchase Requests (PRs) and acquisition documentation within PRISM and other federal systems.
• Tracking procurement actions and monitoring status to ensure timely awards and adherence to procurement schedules.
• Coordinating with program managers, contracting officers, and financial staff to ensure alignment between program needs and procurement execution.
• Supporting financial reconciliation activities, ensuring accuracy between procurement actions, funding, and program budgets.
• Providing contract management support across the lifecycle, including modifications, administration, and closeout activities.
• Supporting development and improvement of acquisition processes, procedures, and documentation within the EPMO.
• Ensuring compliance with federal acquisition regulations (FAR), OMB guidance, and agency-specific policies and procedures.
• Maintaining procurement records and contract files, ensuring completeness, accuracy, and audit readiness.
• Supporting closeout activities, including final documentation, financial reconciliation, and coordination with contracting offices.
• Providing analysis and recommendations on acquisition strategies, risks, and alternative approaches.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.
REQUIRED EDUCATION AND TRAINING
• Master’s degree in Information Systems, Financial Management, Business, Public Administration, or a related field
MINIMUM EXPERIENCE AND SKILLS REQUIRED
• Fifteen or more years of experience in federal acquisition, contracting, or financial analysis
• Extensive experience supporting full contract lifecycle activities (pre-award through closeout) in a federal environment
• Strong experience developing procurement packages including SOWs, IGCEs, and acquisition documentation
• Proficiency with federal acquisition systems such as PRISM and G-Invoicing
• Experience supporting financial reconciliation and funding alignment for procurement actions
• Strong knowledge of FAR, OMB Circulars, and federal acquisition policies and procedures
• Experience working with multiple acquisition vehicles such as contracts, task orders, cooperative agreements, and interagency agreements
• Proficiency with financial and reporting tools such as Excel and familiarity with SharePoint
• Strong analytical, problem-solving, and attention to detail skills
• Excellent communication and collaboration skills supporting cross-functional federal teams
• Ability to manage multiple procurement actions in a fast-paced, deadline-driven environment
• Must have the ability to obtain the client’s Public Trust clearance
• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
• Excellent written and verbal communication skills
• A highly motivated self-starter
• Must be motivated and have excellent customer service skills
DESIRED BUT NOT REQUIRED QUALIFICATIONS
• Certification in federal acquisition (e.g., FAC-C, DAWIA, or equivalent)
• Experience supporting large-scale federal portfolios or multi-program environments
• Experience with procurement forecasting and acquisition planning at the portfolio level
• Familiarity with DOT or similar federal agency acquisition environments
• Experience supporting audits or compliance reviews related to acquisition activities
