Job Description

Savvee Inc. is seeking an O&M Program Manager to support our federal client in a hybrid environment located in Washington, D.C. The ideal candidate will lead the overall management, development, operation, and maintenance of the client’s platform and associated financial system. The candidate will be responsible for ensuring successful execution of program management activities, delivery of all contractual requirements, and coordination across development, operations, and stakeholder teams. The position integrates traditional program management with Agile product coordination to support a web-based portfolio management platform.


ESSENTIAL FUNCTIONS

• Leading overall program management activities across scope, schedule, cost, risk, quality, and configuration management disciplines.
• Managing execution of all contract requirements and deliverables, including Project Management Plan (PMP), schedules, reports, and transition activities.
• Developing, maintaining, and updating the PMP, including all required subsidiary plans (scope, schedule, communications, cost, quality, configuration, and risk management).
• Overseeing development and maintenance of project schedules, ensuring alignment with milestones, dependencies, and deliverables.
• Leading delivery of required reporting, including monthly progress reports, weekly status reports, dashboards, and executive briefings.
• Supervising and coordinating development and operations teams supporting the client’s platform and financial system activities.
• Establishing and implementing governance policies, procedures, and operating frameworks for the client’s platform program execution.
• Serving as Product Coordinator, managing stakeholder requirements, backlog prioritization, and coordination with development teams.
• Coordinating closely with program stakeholders to ensure alignment between platform capabilities and portfolio management objectives.
• Overseeing development, operation, and maintenance of the platform application and associated systems.
• Supporting development of portfolio-level Integrated Master Schedule artifacts, dashboards, and performance reporting tools.
• Ensuring compliance with federal program management standards, policies, and contract requirements.
• Leading stakeholder engagement, including coordination with government leadership and cross-functional teams.
• Supporting transition, onboarding, and closeout activities, including development of required plans and briefing materials.
• Driving continuous process improvement across program management, system operations, and reporting practices.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.


REQUIRED EDUCATION AND TRAINING

• Bachelor’s degree in Business Management, Computer Science, or a related field
• PMP certification from the Project Management Institute (PMI)
• Scrum Master certification
• Scrum Product Owner certification with four or more years of demonstrated application experience


MINIMUM EXPERIENCE AND SKILLS REQUIRED

• Ten or more years of program or project management experience
• Five or more years supporting an EPMO within a federal research or IT environment
• Five or more years managing EPMO activities in a federal environment
• Experience supporting the technology lifecycle of research or IT programs
• Proven experience managing development and operations teams supporting enterprise applications
• Strong knowledge of project management principles, methodologies, and best practices
• Demonstrated experience managing scope, schedule, cost, risk, quality, and performance across complex programs
• Experience coordinating with Agile development teams and supporting backlog prioritization
• Proven ability to interpret policies and procedures and apply them to program execution
• Strong leadership, communication, and problem-solving skills
• Ability to manage competing priorities in a fast-paced, dynamic environment
• Must have the ability to obtain the client’s Public Trust clearance
• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
• Excellent written and verbal communication skills
• A highly motivated self-starter
• Must be motivated and have excellent customer service skills


DESIRED BUT NOT REQUIRED QUALIFICATIONS

• Master’s degree in a related field
• Experience supporting web-based portfolio management or enterprise platforms
• Experience supporting federal transportation or research programs
• Experience integrating Agile development with enterprise program management practices
• Experience supporting financial management systems or data reporting environments
