ECS is seeking an experienced Software Business Analyst to work remotely providing software application support for the work performed under this contract for NIH NIAID Enabling and Advancing Technologies (NEAT) . All other tasks are intended to facilitate the implementation and operation of Enterprise Clinical Information Systems. This engagement provides a spectrum of management, technologies development, applications/software engineering, bioinformatics support, and professional development.

The NIAID NEAT Software Business Analyst assists in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages. Typical areas addressed include Human Resources, Finance, Supply, and operations.

The NIAID NEAT Software Business Analyst assists in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages. Typical areas addressed include Human Resources, Finance, Supply, and operations.
Key Responsibilities:
- Assess the operational and functional baseline of an organization and its organizational components
- Help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed.
- Identify information technology inadequacies and/or deficiencies that affect the functional area's ability to support/meet organizational goals.
- Generate functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization.
- Participate in account strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products, such as ERP implementations coordinating the resolution of highly complex problems and tasks.
- Support the development of functional area strategies for enhanced IT.
- Collaborate with NIAID staff to capture business needs and define solution concepts.
- Collaborate with NIAID staff to formally define projects, including identification of high-level requirements, level-of-effort for the proposed solution, estimated timeline, project stakeholders, and risks.
- Minimum 6 years of experience supporting Health IT software development initiatives.
- Experience configuring and implementing COTS clinical software applications.
- Bachelor's degree in computer science, Information Security or related field.
- Active Public Trust or higher security clearance.
- Strong management skills in overseeing process improvement and making recommendations for application software packages.
- Proven experience in transitioning organizations toward modernized business processes.
- Ability to identify and implement best practices.
- Experience facilitating requirements gathering meetings and other stakeholder project meetings.
- Experience developing project documentation including, but not limited to, timelines, requirements, test cases, and training materials.
- Competency in verbal communication, technical written communication, and analytical skills.
- Reside within the Washington DC Metro area.
- Travel within the Washington DC Metro Area, and CONUS as needed.
- Ability to lead, mentor, and guide engineering teams to ensure adherence to best practices.
- Relevant Certifications (e.g. AWS, Azure, Agile SAFe, DevOps, DevSecOps, CI/CD, CMMI, etc.
- Familiar with HHS Enterprise Life Cycle (ELPC) methodology.
