To qualify for a Lead Management Analyst (Continuous Process Improvement),your resume and supporting documentation must support.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing technical guidance, counseling, and Lean Six Sigma coaching to agency leadership, Master Black Belts (MBB), and practitioners to drive and coordinate team initiatives.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
Applicants are highly desired to possess a Master Black Belt (MBB) certification from a recognized and accredited organization. Applicants are highly encouraged to upload all relevant Lean Six Sigma training records and certifications to support the evaluation process.
Incumbents have 24 months from enter on duty date to obtain Master Black Belt certification.
Incumbents have 90 days from the start date to acquire necessary training for COR duties, as needed.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). - Leads the Continuous Process Improvement (CPI) Program Management Office (PMO) framework and strategy aligned with Defense Logistics Agency (DLA) goals.
- Acts as the agency's senior technical authority, providing expert-level Master Black Belt (MBB) coaching and mentorship to DLA senior leadership and a distributed community of CPI Program Managers to build enterprise-wide capability.
- Serves as Agency representative to senior governance boards, briefing executive leadership on program status and integration across the Department of War (DoW).
- Facilitates end-to-end business cycle design and cross-functional solutions to synchronize improvement efforts with evolving Agency transformational programs.
- Directs the team by distributing workload, coaching members, and managing administrative tasks and performance metrics.
- Develops and maintains effective working relationships with DoW officials at many levels to include Major Subordinate Commands, Headquarters, and OWS principal staff elements.
- Oversees and leads development and sustainment of policies, execution standards, procedural guidance, training and metrics for the overall CPI program.
