Northrop Grumman Mission Systems Multidomain Sensing, Targeting and Survivability (MSTS) Division is seeking a Business Planning Manager to oversee all business-operational functions for a highly distributed, fast-paced division. The role drives strategy execution, capital and portfolio planning, stakeholder coordination, executive communications, cross-functional alignment, and special projects to ensure operational rhythms, governance and action closure for mission-critical deliverables. The manager will lead change initiatives, including continuing consolidation of legacy TSD/MLSS processes.

Primary Location: Baltimore, MD

Additional locations: Rolling Meadows, IL Charlotteville, MD, Annapolis, MD and Sykesville, VA

Key Responsibilities

Strategic Content Integration: Integrate Long Range Strategic Plan (LRSP) into key messaging, roadmaps, business cases, investment planning, ROI modeling and scenario analysis.

Own the operating rhythm: Maintain annual/quarterly/monthly calendars and cadences, enforce governance standards, and ensure timely decision-making and action closure.

Drive executive messaging: Create executive-ready review packages, narratives, and dashboards; prepare the VP/GM for reviews, leadership sessions, Executive visits and stakeholder updates.

Orchestrate stakeholder alignment: Lead and support cross-functional initiatives across BUs and functions; clarify priorities, resolve conflicts, and keep all parties informed of status changes.

Special Projects Leadership: Own ad-hoc, high-visibility projects assigned by the Director, Business Operations or VP/GM. Define scope, assemble project teams, develop detailed work-plans, and report progress to senior leadership. Deliver results on time, within budget, and with measurable outcomes.

Integrate change management: Plan and execute communications, training, and adoption for key changes, including consolidation of legacy TSD/MLSS into a unified operating model.

Enable insights and automation: Define KPIs, build and automate dashboards/reporting, and improve data flows to reduce manual effort and increase decision velocity.

Support facilities governance and long range capital planning: Partner with Facilities and other site leadership on space planning, utilization tracking, and site investments.

Advance operational efficiency by identifying and scaling best practices across the organization and industry and leverage the Business Operations Community of Practice (COP) to promote transparency and communication throughout the Division.

Basic Qualifications

Bachelor's degree required (Business, Engineering, Finance, or related field).

8+ years of experience in business operations, strategy/PMO, management consulting, or similar roles in product, engineering, hardware, or manufacturing-oriented organizations.

Proven ability to translate strategy into business cases and capital/investment plans.

Strong program/project management skills and operating cadence/governance experience.

Excellent executive communication and storytelling skills; expert with presentation and spreadsheet tools.

Demonstrated stakeholder management across senior leaders and cross-functional teams.

Data-driven mindset with experience building dashboards and automating reporting (e.g., Power BI/Tableau; SQL a plus).

Preferred Qualifications

MBA or advanced degree.

Background in hardware-enabled, industrial, or complex engineering environments.

Familiarity with portfolio management tools and financial modeling.

Track record leading change initiatives; experience with organizational/process consolidations (e.g., legacy TSD/MLSS) preferred.

Leverage AI to automate workflows and boost efficiency.

Broad exposure to internal enterprise

Experience with facilities and capital planning.

Work Model and Travel

Travels up to 35% to key sites and stakeholders.

Primary Level Salary Range: $152,300.00 - $228,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
