Overview
Job Title: Project Manager Location: Norfolk, Virginia Introduction: Rivet Operations Company ("Rivet") has an opening for a Project Manager to join our rapidly growing team in the Norfolk, Virginia area. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cyber security, IT management, logistics, supply chain management, process improvement and development. The Project Manager will provide comprehensive coordination, oversight, and reporting support for facility renovation, transition, and move management activities for Military Sealift Command (MSC) facilities located primarily at Naval Station Norfolk and Joint Base Little Creek. This role serves as a liaison between Government stakeholders, NAVFAC, contractors, and facility personnel to ensure successful execution of renovation and relocation efforts, while maintaining schedule visibility, cost awareness, and operational readiness. Key Responsibilities:Facility Renovation Oversight
• Conduct routine walkthroughs during renovation and after turnover to MSC.
• Identify and document discrepancies between construction plans and actual work completed.
• Provide professional observations and recommendations for Government awareness.
• Monitor renovation progress, identify risks or problem areas, and track schedule adherence and costs. Coordination & Liaison Support
• Serve as a liaison between Government POCs (GPOCs), NAVFAC, contractors, and facility personnel.
• Attend weekly coordination meetings with NAVFAC and renovation contractors.
• Provide detailed summaries and reports of meeting outcomes to MSC within two business days.
• Support facility readiness and transition activities through ongoing coordination. Space Planning & Facility Assessment
• Assess building layouts, floor plans, and workspace configurations across MSC facilities.
• Provide recommendations for space allocation, seating, and furniture requirements.
• Identify and propose solutions for facility shortfalls or excess capacity.
• Coordinate closely with Government building representatives and Facilities Maintenance Technicians. Project Monitoring & Reporting
• Track and report status of IT systems, Physical security, NAVFAC requests, and funding.
• Generate and manage reports.
• Maintain visibility into project performance, timelines, and constraints. Communications & Briefings
• Develop communication materials for Government dissemination regarding project status.
• Prepare reports, presentations, and informational materials.
• Provide ad-hoc briefings and informational papers as requested.
• Ensuring proper handling of sensitive information. Move Management & Transition Planning
• Assist in developing and maintaining facility transition and relocation plans (e.g., MSC Move Plan).
• Support relocation efforts involving multiple facilities.
• Track relocation progress and provide status reporting to Government stakeholders. Property Management & Building Closeout
• Coordinate closeout of vacated facilities and return of buildings to NAVFAC/Base.
• Assist with inventory management of building contents, including:Serial numbers, Part numbers, Nomenclature, Asset locations.
• Prepare and submit inventories to MSC GPOCs.
• Complete DLA Disposition Services documentation as required.
• Coordinate transfer of property between facilities. Access Coordination & Security Support
• Coordinate access to both unclassified and classified spaces.
• Escort contractors as required.
• Support building turnover activities including tours and inspections.
• Ensure compliance with security protocols. Work will include both office and field environments, including construction sites.

• Experience in project management, facilities management, or construction oversight.
• Strong coordination and communication skills in multi-stakeholder environments.

• Ability to work in controlled environments handling sensitive information. Preferred Qualifications
• Experience supporting NAVFAC, DoD, or federal facility projects.
• Familiarity with SCIF requirements and secure facility operations.
• Experience in move management or large-scale facility transitions.
