Northrop Grumman Aeronautics Systems is seeking a System Integration Lab Manager - Program Manager 3 to join our team of qualified, diverse individuals. The selected candidate will lead a Restricted Programs ADD Test and Evaluation organization supporting multiple program operating units. This role reports to the Development Program Director on the program. This leadership role is located on-site in Palmdale, CA.
This individual will be responsible for managing the overall design, development, and implementation of new lab capabilities, operations and maintenance of existing lab assets, and leading a diverse team of engineers and support roles throughout the lab test lifecycle across multiple Statements of Work (SOWs). This will include leading a team of System Engineers, Test Conductors, Design Engineers, Electrical/Electronics Engineers, Software Engineers System Administrators, and Technicians. The position requires technical knowledge of IFC management, cyber security, network engineering, project management, various sub systems, understanding of design processes, and development of laboratory infrastructure to support test objectives with a strong foundation in laboratory integration and test. The selected candidate is responsible for the cost, schedule and technical performance and must act with speed, guide others in producing quality work, be a champion of engagement, build team morale, be self-motivated, and have the ability to communicate complex technical issues and solutions. A successful track record of program performance, interpersonal team building skills, and management experience is required.

Primary Level Salary Range: $193,000.00 - $289,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Coordinating with EI&E director/department manager providing timely resource forecasts to ensure proper staffing is in place to execute the SOW(s).
- Managing cost, schedule, and technical performance of lab capital projects / facilities initiatives, as well as providing inputs to yearly capital plans and long range strategic planning.
- Managing cost, schedule, and technical performance across multiple program SOWs.
- Driving process rigor, ensure compliance to meet company, program, and security requirements.
- Driving technical rigor for lab configuration.
- Ensure lab assets meet test requirements for formal testing, to include integrating. lab asset planning into the overall IFC integration plan.
- Continually coordinate lab issues and solutions with the IPT and across IPTs.
- Continually seek to improve our lab integration & test engineering efficiency.
- Ensure Change Requests are properly reviewed for Lab cost & schedule impacts.
- Support proposal activities to include CR generation.
- Manage program Risks & Opportunities.
- Lead the implementation of test automation utilizing industry standardized framework and tools.

Basic Qualifications:
- Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:
- Related experience includes professional and/or military experience to include a background in project management, program management, engineering and test, capture efforts, and/or business management related functions.
- Experience with Earned Value Management Techniques (EVMS) / Control Account Management (CAM), Integrated Master Schedules (IMS), Basis of Estimates (BOEs) and cost-schedule-risk trade off management.
- Experience in leading multidisciplinary engineering teams to deliver complex technical solutions, within cost and schedule constraints, across the test phase or various phases of the engineering lifecycle.
- Must have an active U.S. Government Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determine by the company.
- Note: SAP/PAR will be upgraded once selected candidate is in role. Therefore, candidate must also be able to obtain and maintain upgraded SAP/PAR.
Preferred Qualifications:
- Master's or Ph.D. in Engineering or a related field.
- Active DoD Top Secret SCI clearance (with a background investigation within the past 5 years or enrolled into Continuous Evaluation).
- Current applicable Special Access Program (SAP) clearance.
- Prior people leadership experience of large teams (50+).
- Experience managing Test Engineering lifecycle.
- Experience managing Test Engineering laboratories to include data center style server rooms.
