Northrop Grumman is seeking an innovative and dynamic Chief Information and Digital Office (CIDO) Program Manager. This leader will support the Mission Systems Sector PMO Navigation, Intelligence, & Connectivity (NIC) Division reporting to the MS CIDO NIC Division Director, You will lead cross-functional support teams in a matrixed organizational structure to provide overall technology thought leadership, strategy, and IT management for a multi-program portfolio. The candidate selected for this position will be required to work on-site, full-time at our Rancho Carmel (San Diego), CA campus - this is not a remote work opportunity.
The ideal candidate will bring a diverse perspective to the team, enhancing the overall organizational experience with proven cross-functional leadership and team-building skills. In this role, you will be an essential member of the CIDO team, acting as a crucial liaison between CIDO and NGMS.

Primary Level Salary Range: $114,000.00 - $171,000.00
Secondary Level Salary Range: $142,200.00 - $213,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Ensure the timely and cost-effective delivery of IT and Cybersecurity services, with an emphasis on alignment with enterprise strategy and technology roadmaps.
- Ensure operations adhere to sound technical processes in IT/Cybersecurity and are in line with company policies, procedures, and quality standards
- Manage daily activities and priorities, while leading the design, development, integration, and testing of digital solutions.
- Oversee the technical quality, performance, budget, and schedule for IT/Cybersecurity aspects related to assigned programs by business unit and/or operating unit.
- Drive the implementation and adoption of standardized, digital solutions, while actively seeking to identify and retire technical debt.
- Liaison between facilities and security, when necessary, to drive optimal IT and Cyber service environments at the site.
- Act as the CIDO ambassador to programs and business leadership, functional organizations, and end-customers (users).
- Monitor customer satisfaction with IT service delivery and engage CIO resources to assist as required to meet and exceed IT and Security service level objectives for the site.
- Identify systemic technical and service delivery challenges affecting the customer and then coordinate solutions with functional representatives; engage constructively to identify solutions.

Basic Qualifications for a Level 3:
- Associate's degree with 7 years of relevant experience, or a Bachelor's degree with 5 years of relevant experience, or a Master's degree with 3 years of relevant experience; a High School diploma or equivalent with 9 years of relevant experience may be considered in lieu of a completed degree.
Basic Qualifications for a Level 4:
- Associate's degree with 10 years of relevant experience, or a Bachelor's degree with 8 years of relevant experience, or a Master's degree with 6 years of relevant experience, or a PhD with 4 years of relevant experience; a High School diploma or equivalent with 12 years of relevant experience may be considered in lieu of a completed degree.
Basic Qualifications for Levels 3 and 4:
- Applicants must have an active U.S Government Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the DoD Continuous Evaluation Program (CEP) in order to be considered; the required security clearance must be maintained as a condition of continued employment.
- The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance; maintaining the required clearance will be a condition of continued employment.
- Demonstrated ability to effectively communicate and interact with a wide range of stakeholders ranging from very technical to non-technical, individual contributors, and executive management.
- Customer satisfaction and continuous improvement (concepts, processes, and tools) experience (e.g. implementation of Service Now for project and service request tracking).
- 5+ Years of IT project management experience and demonstrated leadership skills, including planning, scheduling, and workload forecasting.
- The ability to handle a rapidly changing set of projects and priorities while maintaining a strong, professional presence.
- Customer-focused with proven leadership and excellent communication skills, with an ability to drive cross functional teams to action when working in a matrix organization.
- Experience in providing strategic direction regarding IT products, processes, applications, and/or technologies is required.
- Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
Preferred Qualifications:
- Bachelor's or Master's degree in Computer Science, Information Systems, Engineering, or similar STEM related discipline.
- Current U.S Government Top Secret level security clearance
- Project Management Professional (PMP) certification.
- Experience with Agile based practices or Lean Six Sigma methodologies.
- Understanding of data analytics/data science principles and practices.
- Self-starter who works efficiently and effectively, can get up to speed with program processes quickly, and enjoys a fast paced, dynamic environment.
- Entrepreneurial spirit and an ability to effectively challenge the status quo while providing innovative solutions to complex IT requirements.
- Previous CIDO IT Program Manager experience.
- Familiarity with NGMS business, government customers, and government programs.
- Broad background in Cyber Security, IT Infrastructure, Business Applications, and IT operations.
- Ability to perform risk and opportunity analysis and prepare detailed cost and technical proposals.
- Customer-focused with proven leadership and excellent communication skills, with proven history of briefing Executive Leadership (Director and Vice President level).
- Proven history of ability to drive cross-functional teams to action when working in a matrix organization.
