Job Description

Duties

  • Serves as expert and key financial management advisor to the Director, Sensitive Activities Office, through the Chief, Systems Support Division and Chief, San Antonio Field Office, on the most sensitive and complex financial
    management policies and issues.
  • Exercises supervisory personnel management responsibilities.
  • Exercises internal management and coordination responsibilities.
  • Performs evaluation of a full range of financial management and staff service programs; develops and executes improvement/enhancement plans.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Irregular duty hours (nights or weekends) and overtime may be required as workload demands.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Supervision / Management" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge and experience working with multiple stakeholders; strong understanding of program evaluation methods, including an understanding of the need to be responsive to agency requests for data; detail-oriented and ability to keep accurate, well-organized records; and experience evaluating performance and analyzing data/metrics, to develop collaborative relationships and manage project schedules and deadlines that run simultaneously. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge of DoD, National Security, and AF sensitive activities, policies, associated legislation, and
directives to plan and develop relationships or guidance for application of complex procedures and to handle, protect,
and maintain control of classified material and media.

2. Extensive knowledge and experience working with multiple stakeholders; strong understanding of program
evaluation methods, including an understanding of the need to be responsive to agency requests for data; detail-
oriented and ability to keep accurate, well-organized records; and experience evaluating performance and analyzing
data/metrics, to develop collaborative relationships and manage project schedules and deadlines that run
simultaneously.

3. Comprehensive knowledge of standard financial management practices, policies, processes, procedures, and
regulations across a variety of US Air Force financial management areas to include: military pay, accounting,
auditing, cash processing, voucher examination, and budget analysis to lead, supervise or perform work defending the
organization's viewpoint in financial meetings and dealings with other activity managers and leaders.

4. Skill using various methodologies and sources; incumbent conducts qualitative and quantitative research by obtaining
recent and relevant data using various sources (i.e., interview subjects, scan databases and Internet), while leveraging
customer insights and also seeking out peer-reviewed writings (articles, lesson learned, etc.). Incumbent will analyze
or interpret data collected to present findings and recommendations, with an orientation toward action- oriented
decision-making, in briefings and reports for senior agency level administrators and to other external organizations.

5. Excellent oral and written communication skills with a strong vocabulary and expertise in English usage; comfort
with multiple and often complex writing assignments, styles and disciplines to effectively articulate, present and
explain writing choices and to produce work quickly with attention to detail and strength in observing and managing
deadlines.

6. Ability to demonstrate use of logic in structuring content and creative team strategic thinking, while being flexible to
work carefully and quickly to meet program demands; see and think strategically and be able to relate findings to
senior agency level administrators and to other external organizations necessitating.

CONDITIONS OF EMPLOYMENT CONT.:
  • The position is in a fast-paced, high-stress staff environment supporting SAF/AA, SAF/AAH, and a variety of staff elements within Headquarters USAF and the Air Force Personnel Center. Individual will face daily urgent requests from general officers and senior executives for papers, briefings, and evaluations, typically concerning politically sensitive or National Security related issues.
  • Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5R Investigation. A Statement of Understanding (SOU) identifying acknowledgment of the Security Accreditation and Certification must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
