Responsibilities include (but are not limited to):
- Budget Formulation & Defense Support: Assist the BFM in defending budgets by preparing and analyzing financial packages, impact statements, and documentation for program and budget reviews.
- Financial Execution & IT Systems Management: Track IT expenditures, manage budget data in financial systems (e.g., PBIS-IT, NAVITAS), analyze execution data, and manage the IT procurement request process.
- Data Reconciliation & Stakeholder Coordination: Coordinate with stakeholders to gather data and with comptroller organizations (e.g., DFAS) to ensure accurate financial data reconciliation.
- Programmatic & Administrative Lead Support: Manage the workload for the BFM's analyst team, maintain daily tasker trackers, document business processes, and provide backup support to the financial team as required.
Qualifications
- A master's degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and have at least seven (7) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON).
- The requirement for a degree may be waived if the Program Financial Analyst II has a high school diploma or equivalent and has at least ten (10) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON).
- Strong interpersonal skills with the ability to work effectively as a team member and independently.
- Proven experience as a team leader, directly overseeing contractor personnel in a government contracting environment.
- Demonstrated ability to manage team performance, provide constructive feedback, and resolve personnel issues effectively and professionally.
- Ability to critically analyze complex information, identify core problems, evaluate potential solutions, and make data-driven recommendations.
- Demonstrated ability to prepare and deliver briefs, reports, and official correspondence for senior leadership, and to liaise effectively with senior military, government, and civilian personnel.
- Proven ability to manage and organize multiple complex tasks simultaneously in a fast-paced environment, adapting to shifting priorities while maintaining meticulous attention to detail.
- Demonstrated experience with the DoD/DON budget cycle, including Program Objective Memorandum (POM) development, and comprehensive knowledge of federal financial regulations (e.g., FMR, FMPM).
- Proven ability to successfully manage and execute Department of the Navy (DON) IT procurement actions, ensuring compliance with all relevant acquisition regulations and internal approval processes.
- Proficiency with Navy ERP (or similar financial management systems) and the Microsoft Power Platform (including Power Apps).
- Direct experience supporting the Office of Naval Research (ONR), the Naval Research Enterprise, or a similar Science & Technology (S&T) organization is highly desirable.
