Position Description Summary:
The Technical Support Management (TSM) System Deficiency Records Management Support position provides on-site deficiency records, trial card, database, and technical support for the U.S. Coast Guard Offshore Patrol Cutter Project Resident Office in Mobile, Alabama. The role supports the administration and management of ship construction deficiency records in the Government TSM system and Electronic Trial Card tool, including tracking deficiencies from creation through closure, supporting dockside and at-sea trial events, maintaining ship-specific databases, assisting OPC PRO and INSURV personnel, and providing reports, metrics, briefings, and technical support related to deficiency correction and trial card status.
Responsibilities:
• Serve as the local TSM Administrator supporting OPC PRO deficiency records management requirements.
• Provide TSM system and Electronic Trial Card system overview support using the TSM user guide for OPC PRO personnel, USN Board of Inspection and Survey personnel, and shipbuilder personnel.
• Support tracking of deficiency records and related processes, including surveillance, product verification, procedure review, test witnessing, compartment completion inspection, Corrective Action Requests, trial cards, and project management records.
• Develop and maintain ship-unique data and databases for OPC PRO deficiency record input into the Electronic Trial Card tool and TSM system.
• Assist OPC PRO personnel in maintaining and updating deficiency record status from creation through closure in the ETC tool and TSM system.
• Assist in preparing technical briefings, assessments, audits, and milestone reviews.
• Use available programs, tools, and data sources to support weekly program management reports, program technical and financial metric status reports, and other required reports.
• Provide trial card status reports, metrics, and progress tracking for correction of deficiencies after trials.
• Support dockside and at-sea portions of trials.
• Maintain the ability to create Electronic Trial Cards during pre-trial production inspection and test cycles.
• Transfer current cutter ETC pre-trial deficiencies, Quality Corrective Action Requests, and prior cutter rollover trial card data into the TSM system.
• Assist OPC PRO and INSURV personnel with creating new trial cards using the ETC tool.
• Assist OPC PRO personnel with pre-screening and screening activities before, during, and after trials.
• Track, code, and provide technical assistance for trial cards from ETC creation through closure in the TSM system.
• Maintain a deployable mini-local area network for sea trials, including up to twenty laptops and associated network infrastructure to support dockside and at-sea deficiency recording in the TSM system.
• Ensure computer software and hardware are updated and maintained in accordance with Coast Guard and NAVSEA TSM requirements.
• Respond to USN INSURV trial card database requests before, during, and after trials.
• Attend meetings related to assigned tasks and support program reviews as assigned.
• Support surge requirements related to sea trials and trial card reporting when required.
Skills & Experience:
• Security+ certification required.
• Proficiency using the Government TSM system and Electronic Trial Card tool.
• Expertise with Microsoft Office suite applications.
• Knowledge of ship construction deficiency records management processes.
• Experience tracking deficiency records from creation through corrective action and closure.
• Experience supporting trial card development, screening, coding, reporting, and database management.
• Ability to support dockside and at-sea trial events.
• Ability to maintain and operate deployable computer/network equipment used for trial support.
• Knowledge of Coast Guard, NAVSEA, or similar shipbuilding trial support environments preferred.
• Ability to prepare technical briefings, assessments, reports, metrics, and status updates.
• Ability to coordinate with Government personnel, INSURV team members, shipbuilder personnel, and technical stakeholders.
• Strong attention to detail in database maintenance, record status updates, deficiency coding, and report accuracy.
• Ability to work independently with minimal guidance in a shipyard environment.
• Ability to perform moderate walking and movement through an active shipyard and aboard OPCs under construction.
Education:
• Bachelor’s degree required; or
• At least six years of relevant experience may be accepted in lieu of a bachelor’s degree.
Security Clearance Required:
• Must be able to obtain and maintain the required background investigation and access credentials necessary to perform work under the contract.
• Must be eligible for Common Access Card issuance.
• Must comply with DHS/USCG security, suitability, confidentiality, and non-disclosure requirements.
• Secret-level clearance eligibility is preferred based on the sensitive business, financial, and proprietary information associated with the requirement.
