Job Description
Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking a Data Analyst / Statistician to work with one of our clients.
Title: Data Analyst / Statistician
Location: Alexandria, VA (Onsite)
Period of Performance: One Year and Four Option Years.
Investigation/Clearance Level: Public Trust (Tier 4)
Salary: $44.00 per hour.
Summary
The Statistician / Data Analyst is responsible for data analysis, metrics tracking, and reporting in support of PERSEC and Security Services Center operations. The Analyst maintains the secure file of completed cases, assignments, and projects and produces recurring and ad hoc reports that drive Quality Assurance Surveillance Plan (QASP) measurement.
Minimum Qualifications
• Bachelor's degree in Statistics, Data Science, Mathematics, Computer Science, Information Systems, or a related quantitative field.
• Minimum 4 years of professional data-analysis experience, with at least 2 years in a federal personnel security, suitability, credentialing, or law-enforcement environment.
• Demonstrated proficiency with Excel (advanced formulas, Power Query, Power Pivot), Power BI or Tableau, and SQL.
• Experience extracting, cleaning, and analyzing data from systems such as NBIS, DISS, CVS, US Access, JPAS, NCIC, JSTARS, or NADDIS.
• Working knowledge of Trusted Workforce 2.0 metrics, OPM/DCSA reporting requirements, and the Federal Investigative Standards.
• Strong written and verbal communication skills with the ability to translate technical findings into executive briefings.
• Ability to handle Personally Identifiable Information (PII) and Sensitive but Unclassified (SBU) data in compliance with agency policies.
Required Certifications and Training
• OPM Fundamentals for Suitability Adjudications.
• Power BI Data Analyst Associate (PL-300) or equivalent — strongly preferred.
• US Access role certifications (Registrar, Sponsor, Adjudicator, or Activator).
Duties and Responsibilities
• Design, build, and maintain dashboards, scorecards, and Excel/Power BI models that track PERSEC caseload, throughput, aging, adjudication outcomes, and credentialing metrics.
• Produce a secure file of tasks completed by the statistician of cases, assignments, and projects.
• Develop and maintain a metrics system of cases assigned and worked daily, weekly, and monthly, in accordance with the Quality Control Plan.
• Extract, transform, and analyze data from NBIS, DISS, CVS, US Access, and case-management systems; reconcile data across sources to ensure integrity.
• Prepare ad hoc reports in response to data calls from the Department of Justice, senior leadership, auditors, and inspectors.
• Conduct trend, root-cause, and forecasting analyses to identify bottlenecks, predict workload, and recommend process improvements.
• Generate the recurring deliverables identified (Personnel Report, Status of Vacancies, Roll Call, Furlough Report) and contribute the data backbone for performance reviews.
• Apply statistical methods (descriptive, inferential, time-series) to support continuous evaluation, suitability, and credentialing programs.
• Maintain and improve data-quality controls, including validation rules, audit logs, and record-retention practices that comply with the Privacy Act and PII-handling standards.
• Brief the leadership on findings; translate quantitative results into clear, executive-ready narratives and visualizations.
• Safeguard confidential data in accordance with applicable information security policies.
