Nationwide IT Services (NIS) is seeking an experienced Project Manager to lead support for the ESI.mil Development and Sustainment program. In this potential role, you’ll oversee day-to-day operations, coordinate technical teams, manage project deliverables, and work closely with Government stakeholders to keep projects on track and aligned with mission priorities.
The Department of War (DOW), Enterprise Software Initiative (ESI) manages enterprise-wide commercial IT agreements, assets, and policies to reduce costs across the DOW, Coast Guard, and Intelligence communities. It supports the full IT lifecycle by using the DOW’s combined buying power with software, hardware, and service vendors.
DOW ESI helps lower costs by combining software needs across organizations and promoting Enterprise Software Agreements. It supports smarter purchasing decisions but does not require any specific products or services.
What You’ll Do
Lead and manage ESI.mil website modernization, sustainment, cybersecurity, and enhancement efforts
Serve as the main point of contact for Government stakeholders
Run agile planning activities, backlog tracking, roadmap updates, and status reporting
Coordinate teams across development, cybersecurity, testing, UX, accessibility, and operations
Monitor project scope, schedule, staffing, risks, and overall performance
Oversee deliverables, reporting, and required documentation
Support onboarding, staffing transitions, and knowledge transfer activities
Help resolve issues quickly while maintaining uninterrupted support for operations
Ensure compliance with cybersecurity, RMF/ATO, Section 508, and secure development requirements
Requirements:
Minimum of 10 years of demonstrated experience managing agile software development projects within an NIWC or DON enterprise environment, specifically supporting programs with a public-facing, secure web presence.
Must demonstrate experience managing projects subject to DoD Risk Management Framework (RMF) and STIG compliance.
Experience managing Federal IT, software development, website sustainment, or modernization projects
Background leading cross-functional teams in agile and operational environments
Experience managing Government deliverables, reports, and stakeholder communications
Strong understanding of project management, risk management, and agile delivery practices
Familiarity with cybersecurity compliance and Federal IT environments
Strong communication and organizational skills
PMP certification is a plus
Preferred Qualifications:
Experience supporting Navy, DoD, NIWC, NAVWAR, or SeaPort NxG programs
Experience with public-facing Government websites or enterprise CMS platforms
Familiarity with CMMI, ISO standards, RMF, STIGs, DFARS, and NIST requirements
Experience using Azure DevOps, Jira, or similar project tracking tools
Clearance Requirement: No security clearance required. Personnel requiring physical access to NIWC Pacific facilities or logical access to unclassified Government systems may be required to obtain a CAC and a favorable NIWC PAC Personnel Security Fitness Determination. Base access, if required, will be processed through DBIDS.
