Job Description

Duties

  • Serve as Procuring Contracting Officer to approve/execute contract actions.
  • Perform senior technical authority for assigned procurements to ensure regulatory compliance.
  • Respond to pre-award inquiries to resolve questions.
  • Maintain contact with contractors to monitor progress.
  • Develop Justification and Approval document for review.
  • Analyze bids and proposals for conformance with the solicitation.
  • Monitor assigned work to ensure efficiency of procurement team.
  • Review procurement data packages to assign to appropriate specialist for action.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

Basic Education Requirement for the 1102 series: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

AND

Specialized Experience: One year of specialized experience which includes 1) executing the full range of procurement principles to negotiate complex contracts; 2) overseeing the procurement lifecycle from initiation to closeout or termination; 3) resolving issues with contractor performance to ensure adherence to all terms and conditions; AND 4) determining the procurement method to create the appropriate solicitation format. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-XX grade level.
