In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-1084, Public Affairs Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of communication concepts, principles, practices, methods, and techniques for communicating information through audiovisual means; in-depth knowledge of methodologies required to manage and operate the Video Teleconferencing (VTC) facility, to include knowledge of up to date VTC trends, capabilities, operations, and techniques to be able to provide a wide range of video teleconferencing support and technical expertise utilizing systems and software, such as CISCO, Polycom, and Cisco VTC systems, Microsoft Collaboration applications such as TEAMS, Microsoft and Shure expertise, Planar video Wall expertise, AMX/ Crestron switching and control expertise, sufficient to plan, support, and coordinates all aspects of video teleconferencing. Note: Resume must show supporting details.

EDUCATION: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in or related fields in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of Video Teleconference and Presentation systems to include operations, applications, and theories, with proficiency in presentation software packages that runs computer generated briefings. Performs introductory and intermediate user training for customers using video teleconference equipment.
2. Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
3. General knowledge of new electronic/computerized conference room equipment including Video Teleconference and their capabilities. Skill in understanding consulting and planning the appropriate projection systems needed to provide support to customers from various organizations.
4. Knowledge of standardized telecommunications approaches, methods, and techniques.
5. Ability to communicate and explain limitations, procedures, and techniques for Video Teleconference Facilitation and presentation procedures to include demonstrations when required and to develop effective working relationships with coworkers and customers.
6. Ability to communicate ideas concerning visual media while exercising tact and diplomacy, especially working with high ranking officers and distinguished visitors daily
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Independently Set-up, operate and maintain the state of Video Teleconferencing (VTC) rooms at various locations
- Operates and maintains video teleconferencing equipment, operates, adjusts, and monitors video teleconference equipment console to control operation of cameras and other audiovisual equipment throughout the conference
- Serves as technical advisor
- Trains other employees on VTC and other telecommunication devices and equipment for facilitation and presentation service
