POSITION DUTIES:
This position is located at an Air National Guard aviation wing. Its purpose is to serve as the Aircraft Maintenance Group Commander, with responsibility for directing, and managing the Aircraft Maintenance Group. It partners with the Wing Commander, as well as the Mission Support Group, and the Operations Group Commanders in planning, scheduling, and implementing an Operationally Risk Managed (ORM) flying program. The scope of work for the positions is identified with an authorized work force ranging from 325 to 674 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Non Dual Status Technicians, state employees, and contract personnel.

MAJOR DUTIES:
(1) Collaborates with the Wing Commander and other group commanders to plan, develop and implement numerous long term plans to include: the Wing Strategic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operational plans, operational planning for Aerospace Expeditionary Forces (AEF) participation, and others. Collaborates with the Wing Commander, other group commanders, and the HRO on major organization changes, and changes to Unit Manning Documents (UMDs) based on Logistics Composite Model (LCOM), etc.

(2) Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.

(3) Plans, organizes, schedules, controls, and directs all unit aircraft maintenance resources to meet mission requirements.

(4) Plans, schedules, controls and directs the use of all resources to assure timely, effective and complete support of mission requirements.

(5) Plans and institutes fiscal policies to implement federal law and higher headquarters directives.

(6) Coordinates with the operations and maintenance groups to ensure an integrated approach to the solution of problems relating to availability of A/C, and the ability to conduct the military mission.

(7) Plans, implements, and executes contingency operations involving from two to six like units in support of Aerospace Expeditionary Forces.

(8) Represents and speaks for the Wing Commander, with representatives of the National Guard Bureau, the Adjutant General, USP&FO, other military components, state/local governments, business and other public/private groups or organizations and persons having an interest in the programs of the wing/group.

(9) At least semi-annually, meets with other aircraft maintenance group commanders, of the same and/or different mission design series, to advise on policies and procedures affecting the Air National Guard aircraft maintenance workforce, infrastructure support, and regulatory guidance.

(10) Maintains surveillance and ensures effective operation of the maintenance program.

(11) Develops CONUS and OCONUS deployment plans to meet unit mission goals, inspection schedules, and deployment requirements.

(12) Manages a resource protection program, which includes physical security, information security, and industrial and occupational safety and health.

(13) Prepares for and participates in various types of readiness evaluations.

(14) Develops group-level policy and oversees the maintenance automated information systems.

(15) Performs other duties as assigned.

  • This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.

GENERAL EXPERIENCE: Experience, education or training applying commonly used equipment, facility, or service principles and concepts sufficient to obtain on-the-job experience with equipment, facilities, or services. Experience performing highly structured assignments under strictly controlled situations.

SPECIALIZED EXPERIENCE: Must have 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

Additional information

APPOINTMENT FACTORS:
  • This appointment is to an Temporary Promotion position in the Excepted Service. The position possesses the potential for non-competitive conversion to a permanent appointment, subject to the availability of resources.
  • Employment can be terminated with a 30-day notice without cause. This position is authorized to be filled as long as there are funds to support it not to exceed 5 years.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary promotion appointment, that employee will relinquish permanent status.

DEFINITION FOR AREAS OF CONSIDERATION
Area 1: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard at the advertised location.
Area 2: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard.
Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS).
Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment.

Permanent Change of Station: PCS funds are not available for this position.
