Duties

SUMMARY:
The primary purpose of this position is to serve as a Section Chief, General/Specialized/Advanced English and to act as a primary academic advisor to the Chief of the Academic Instruction Branch on DoD English Language Program (DELP) matters pertaining to resident training programs. Military student ranks include cadets, privates, NCOs, officers, general officers and senior civilian executive service equivalent members. Students represent all age groups, services, educational, cultural and religious backgrounds. Additionally, the purpose of this position is to foster goodwill among the diverse groups of international military and civilian students in support of the Department of Defense mission of building partnerships.

DUTIES:
  • Plans and directs Section Operations, ensuring compliance with legal and regulatory requirements under the Department of Defense (DoD), the Department of State (DoS), the Defense Language National Security Education Organization (DLNSEO), the Defense Security Cooperation Agency (DSCA), the United States Air Force (USAF), Air Education and Training Command (AETC) and all military services, while meeting customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Manages the section training programs and activities, establishing and evaluating policies, goals, priorities, and remedial actions necessary to accomplish the mission.
  • Represents DLIELC with a variety of DoD, DoS, U.S. Air Force, installation and functional area organizations.

    • It is highly desirable the incumbent meet as a minimum one of the following: a. Master's degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL)/ Teaching English as a Second Language (TESL) / (cont.)
    • (cont.) Teaching English as a Foreign Language (TEFL); English as a Second Language (ESL) / English as a Foreign Language (EFL); Applied Linguistics (or Linguistics); OR b. Undergraduate degree in ESL/EFL; English; foreign languages; (cont.)
    • (cont.) AND one year of professional level experience teaching ESL/EFL to adults; OR c. any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a (cont.)
    • (cont.) major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics) AND one year of professional level experience teaching ESL/EFL to adults.
    • Incumbent must be a native speaker or equivalent and be free of speech impediment (highly desired)
    • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
    • Incumbent may be videotaped while teaching or training for the professional development of subordinate GS-12 supervisors.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    • Due to mobility agreement required for employment, a physical examination is required and must be maintained for deployment, to include items mentioned on SF-78
    • Incumbent must obtain and maintain a SECRET security clearance as a condition of continued employment in this position
    • Position is Centrally Managed and PCS is Authorized.
    • This is a drug testing designated position in accordance with AFI 44-107. The incumbent will be subject to random testing for drug use.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

    BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree)that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You must submit copies of your transcripts.

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit copies of your transcripts.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of ESL principles, approaches, methods, and techniques of instruction for ESL/ EFL/ ESP; knowledge of instructional design and materials development to include the use of technology sufficient to determine effectiveness; knowledge of training policies and procedures, and capability to establish training program objectives and assess progress and success. Note: You must submit a copy of transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional knowledge of ESL principles, approaches, methods, and techniques of instruction for ESL/EFL/ESP.
    2. Knowledge of instructional design and materials development to include the use of technology sufficient to determine effectiveness.
    3. Knowledge of DLIELC training policies and procedures, and capability to establish training program objectives and assess progress and success.
    4. Ability to analyze problems and evaluate and accomplish training studies and projects.
    5. Ability to represent organization, supervise employees through subordinate supervisors, and to work with all levels of personnel within and outside the organization.
    6. Ability to communicate and interact effectively, both orally and in writing, with all levels of personnel within and outside the organization, including across multinational forums.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
