CONTRACTING OFFICER REPRESENTATIVE

Duties

• Supports and provides expertise in writing performance criteria and requirements into Performance Work Statements, Statements of Work, Statement of Objectives, and/or task orders and reviews solicitation documents with Contracting Office.
• Leads contracting aspects in determination of organizational acquisition needs and identify opportunities to maximize capabilities and achieve organizational goals.
• Establishes and leads significant contracts coordinating meetings and working sessions on a monthly, quarterly, and annual basis on material, delivery, or services issues.
• Prepares and maintains technical and administrative reports on contractor's performance, violations and deficiencies noted and submits monthly reports to the Contracting Officer.

• This is a Defense Acquisition Workforce (AFW) position. The employee must meet the DoDI 5000.72 requirements applicable to the Contracting Officer's Representative Requirements within 2 months of starting position.
• The employee must also meet the requirement to earn the following Acquisition Credential CACQ 013 Functional Services Manager Credential within 6 months of starting position.
• Position requires Contract Officer Representative certification within 6 months of being assigned to this position.
• This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• 1 year probationary period may be required.

Specialized Experience: One year of specialized experience which includes evaluating contractor performance against contract specifications and performance standards; monitoring the contracting appointing services contract; AND interpreting policy in terms of established objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget, Accounting, Finance, Logistics, Management, and Communication.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
