Position Overview
We are seeking an experienced Program Manager to support enterprise technical initiatives for the Florida Department of Health, Division of Medical Quality Assurance (MQA). This individual will lead project planning, stakeholder coordination, executive reporting, risk management, testing coordination, and operational improvement activities across multiple IT initiatives. The ideal candidate will possess strong enterprise project management experience within large-scale government or regulated environments and demonstrate the ability to manage both technical and business stakeholders while ensuring successful project delivery. Responsibilities: Lead and manage enterprise IT projects in accordance with Department procedures and policies Develop, maintain, and refine detailed project plans and work breakdown structures (WBS) Track project schedules, milestones, risks, issues, and technical performance Facilitate meetings with technical teams, business stakeholders, and leadership Produce executive-level status reports, dashboards, and project documentation Coordinate User Acceptance Testing (UAT) activities and testing documentation Manage project risks, mitigation strategies, and issue resolution activities Coordinate resource allocation and project delivery timelines Gather and document business and technical requirements Support process improvement and operational efficiency initiatives Develop work estimates, project documentation, flowcharts, and diagrams Coordinate stakeholder communications and project governance activities Support analytical and reporting efforts for Department leadership and legislative inquiries

Quick Facts

- Experience: Minimum 8 years of enterprise IT Project/Program Management experience, particularly within large-scale government or regulated environments.
- Work Schedule: Full-time, Permanent
- Certification: PMP (Project Management Professional) Certification Required
- Compliance: Ability to pass a clean FL DOH criminal background check and fingerprinting. No formal security clearance required.
- Documentation & Planning: Develop, maintain, and refine detailed project plans, work breakdown structures (WBS), work estimates, flowcharts, and technical diagrams.
- Information Gathering & Requirements: Gather and document complex business and technical requirements; coordinate resource allocation and project delivery timelines.
- Agile & Project Integration: Track project schedules, milestones, risks, issues, and technical performance. Facilitate critical meetings with technical teams, business stakeholders, and leadership.
- Testing Coordination: Coordinate User Acceptance Testing (UAT) activities and manage all associated testing documentation.
- Executive Reporting: Produce executive-level status reports, dashboards, governance documentation, and analytical reporting for Department leadership and legislative inquiries.
- Project Management Tools: Advanced proficiency in Microsoft Project or comparable enterprise project management software.
- Risk & Financial Management: 8+ years of experience in budget/financial management, risk assessment, mitigation strategies, and issue resolution.
- Cross-Functional Leadership: Proven ability to lead cross-functional technical and business teams while managing complex stakeholder communication.
- Modern Frameworks & Modernization: Experience supporting enterprise application modernization initiatives and operational efficiency/process improvement efforts.
- Public Sector Standards: State government or public sector experience, specifically with Independent Verification and Validation (IV&V) oversight.
- Regulated Environments: Prior experience working within the Florida Department of Health (DOH), Division of Medical Quality Assurance (MQA), or similar regulated healthcare/government environments.
